Cependant, les externalit\u00e9s n\u00e9gatives de la motorisation thermique sur l\u2019environnement et la sant\u00e9, associ\u00e9es \u00e0 la rar\u00e9faction et \u00e0 la volatilit\u00e9 des prix du p\u00e9trole, recr\u00e9ent aujourd\u2019hui l\u2019engouement autour des v\u00e9hicules \u00e9lectriques. Mais quels leviers permettront enfin sa diffusion massive dans la soci\u00e9t\u00e9\u00a0?<\/p>\n<h2>L\u2019autonomie, un frein psychologique<\/h2>\n<p>Pour le consommateur, son autonomie moyenne limit\u00e9e \u00e0 150 km semble \u00eatre le principal frein endog\u00e8ne \u00e0 son adoption. Mais l\u2019<strong>angoisse de la panne <\/strong>est en r\u00e9alit\u00e9 infond\u00e9e car, sur une journ\u00e9e, <strong>80%<\/strong> des v\u00e9hicules individuels ne parcourent pas plus de <strong>60km<\/strong>, et <strong>92% <\/strong>pas plus de <strong>100km. <\/strong>Il est donc techniquement possible d\u2019utiliser un v\u00e9hicule \u00e9lectrique pour la grande majorit\u00e9 de ses d\u00e9placements et d\u2019emprunter un moyen de transport alternatif pour les quelques trajets exc\u00e9dant son autonomie. Son adoption suppose la conduite du<strong> changement sociotechnique <\/strong>de la mobilit\u00e9 thermique vers la mobilit\u00e9 <strong>\u00e9lectrique<\/strong>, qui tend vers plus de <strong>multimodalit\u00e9<\/strong> et moins de possession. Dans ce contexte, l\u2019int\u00e9gration des v\u00e9hicules \u00e9lectriques dans les <strong>flottes d\u2019entreprises<\/strong>, de <strong>collectivit\u00e9s locales <\/strong>et d\u2019offres d\u2019<strong>autopartage<\/strong>, constitue les premiers leviers de leur diffusion. Ils offrent en effet au grand public la possibilit\u00e9 d\u2019exp\u00e9rimenter de nouveaux modes de mobilit\u00e9, ce qui favorise leur appropriation, le bouche \u00e0 oreille, et donc la r\u00e9duction de l\u2019opposition naturelle au changement.<\/p>\n<h2>La densit\u00e9 du r\u00e9seau de recharge, un gage de fiabilit\u00e9<\/h2>\n<p>La diffusion du v\u00e9hicule \u00e9lectrique est intimement li\u00e9e au <strong>d\u00e9ploiement d&#8217;infrastructures de recharge adapt\u00e9es<\/strong>. Aussi, le gouvernement\u00a0 fran\u00e7ais, qui s\u2019est fix\u00e9 pour objectif en 2009 la mise en circulation de <strong>2 millions<\/strong> de v\u00e9hicules \u00e9lectriques et hybrides rechargeables en 2020, soit un taux de p\u00e9n\u00e9tration de 5<strong>%<\/strong>, estime qu\u2019il faudra au m\u00eame horizon se doter de <strong>4 millions <\/strong>de bornes <strong>priv\u00e9es <\/strong>et de <a href=\"http:\/\/www.gouvernement.fr\/gouvernement\/les-preconisations-du-livre-vert-sur-les-infrastructures-de-recharge-des-vehicules-elec\" target=\"_blank\"><strong>400 000 <\/strong>bornes<\/a><strong><a href=\"http:\/\/www.gouvernement.fr\/gouvernement\/les-preconisations-du-livre-vert-sur-les-infrastructures-de-recharge-des-vehicules-elec\" target=\"_blank\"> publiques<\/a><\/strong>. Pour ce faire, <a href=\"http:\/\/www.developpement-durable.gouv.fr\/IMG\/pdf\/Dossier_de_presse-final.pdf\" target=\"_blank\">la loi Grenelle 2<\/a> oblige notamment l\u2019int\u00e9gration de prises de recharge dans les nouveaux immeubles (bureaux et habitations) avec parking, et \u00e9tablit un <strong>droit \u00e0 la prise<\/strong> au sein des copropri\u00e9t\u00e9s. Les bornes publiques, quant \u00e0 elles, qui ne devraient repr\u00e9senter que <strong>5% des usages<\/strong>, permettront cependant de <strong>rassurer <\/strong>les usagers. 12 villes et agglom\u00e9rations (1) seront d\u2019ailleurs soutenues par l\u2019\u00c9tat dans leur installation \u00e0 hauteur de 50 millions d\u2019euros.<\/p>\n<h2>Le co\u00fbt total de possession, un axe de communication fondamental<\/h2>\n<p title=\"\">En attendant les <strong>\u00e9conomies d\u2019\u00e9chelles <\/strong>li\u00e9es \u00e0 la production de masse des batteries qui rendront le co\u00fbt d\u2019acquisition des v\u00e9hicules \u00e9lectriques moins dissuasif, son <strong>co\u00fbt total de possession <\/strong>est un indicateur majeur. Au-del\u00e0 du simple co\u00fbt d\u2019achat \u00e9lev\u00e9 du v\u00e9hicule, il met en \u00e9vidence l\u2019int\u00e9r\u00eat potentiel d\u2019un tel investissement en prenant en compte les \u00e9conomies en carburant et en entretien qu\u2019il permet. <strong>20%<\/strong> des Fran\u00e7ais se disent en effet pr\u00eats \u00e0 acheter un v\u00e9hicule \u00e9lectrique ou hybride malgr\u00e9 un co\u00fbt d\u2019achat 10 \u00e0 20% plus \u00e9lev\u00e9 que son \u00e9quivalent thermique, gr\u00e2ce \u00e0 une r\u00e9flexion en termes de TCO (TCO = <em>Total Cost of Ownership<\/em> ou co\u00fbt total de possession en fran\u00e7ais). Par ailleurs, la possibilit\u00e9 d\u2019\u00e9taler le co\u00fbt de la batterie sur la dur\u00e9e de vie du v\u00e9hicule en la <strong>louant<\/strong> permettra \u00e9galement de favoriser l\u2019\u00e9lectromobilit\u00e9.
