Cette \u00e9volution positive n\u2019a toutefois pas modifi\u00e9 un constat partag\u00e9 par la majorit\u00e9 des Risk managers et des Responsables m\u00e9tiers : la fili\u00e8re risques est aujourd\u2019hui plus per\u00e7ue comme un frein que comme un v\u00e9ritable soutien pour les m\u00e9tiers.<\/p>\n<h2 align=\"left\">Des m\u00e9tiers sur-sollicit\u00e9s<\/h2>\n<p align=\"left\">Les Directions m\u00e9tiers sont aujourd\u2019hui sur-sollicit\u00e9es par une fili\u00e8re risques qui peine souvent \u00e0 mettre en coh\u00e9rence les d\u00e9marches de recensement et de traitement des diff\u00e9rentes typologies de risques (RH, juridique, SI, qualit\u00e9, continuit\u00e9\u2026). La multiplicit\u00e9 des acteurs, d\u00e9marches et planning entra\u00eene une perte g\u00e9n\u00e9rale de lisibilit\u00e9 pour les m\u00e9tiers, qui en r\u00e9action s\u2019impliquent moins dans le processus de management des risques.<\/p>\n<p align=\"left\"><strong>Cr\u00e9er un cadre unifi\u00e9 pour la gestion des risques<\/strong><\/p>\n<p align=\"left\">Il est n\u00e9cessaire de repenser les fili\u00e8res risques pour une meilleure int\u00e9gration des diff\u00e9rents canaux de remont\u00e9e et de traitement des risques. Vis-\u00e0-vis des m\u00e9tiers, ces changements doivent se traduire par des sollicitations plus coh\u00e9rentes, favorisant ainsi leur adh\u00e9sion.<\/p>\n<p align=\"left\">Deux axes majeurs pour op\u00e9rer cette transformation : la convergence des pratiques et la rationalisation de la gouvernance des risques\u00a0<a href=\"http:\/\/www.solucominsight.fr\/2011\/05\/globaliser-la-gestion-des-risques-vers-la-mise-en-place-d%E2%80%99un-cadre-unique\/\" target=\"_blank\" rel=\"noopener noreferrer\"> (voir notre article \u00e0 ce sujet)<\/a>.<\/p>\n<h2 align=\"left\">Un retour sur investissement difficile \u00e0 percevoir<\/h2>\n<p align=\"left\">Difficile pour le m\u00e9tier d\u2019\u00e9valuer \u00e0 quel point le travail fourni dans le cadre de la gestion des risques a permis d\u2019atteindre le r\u00e9sultat escompt\u00e9 si on ne le lui montre pas clairement ! Le gain associ\u00e9 aux efforts consentis est en effet difficilement perceptible, car le premier r\u00e9sultat d\u2019une gestion de risques efficace, c\u2019est bien l\u2019absence de perturbations majeures sur les activit\u00e9s. La fili\u00e8re risques doit ainsi faire l\u2019effort de mesurer les gains associ\u00e9s \u00e0 ses actions, afin de mieux valoriser ces derni\u00e8res aupr\u00e8s des m\u00e9tiers et leur faire comprendre l\u2019int\u00e9r\u00eat qu\u2019ils ont \u00e0 s\u2019impliquer.<\/p>\n<p align=\"left\"><strong>D\u00e9velopper le \u00ab marketing de la fili\u00e8re risques \u00bb<\/strong><\/p>\n<p align=\"left\">Pour favoriser l\u2019adh\u00e9sion des M\u00e9tiers, la fili\u00e8re risques doit d\u00e9velopper sa capacit\u00e9 \u00e0 intervenir en mode projet ou en phases d\u2019\u00e9tude \u00e0 leur demande, en sortant d\u2019un mode de fonctionnement aujourd\u2019hui trop bas\u00e9 sur le r\u00e9current.<\/p>\n<p align=\"left\">Elle doit pour cela apprendre \u00e0 se vendre, en assurant la promotion des services qu\u2019elle peut offrir aux M\u00e9tiers et des r\u00e9sultats qu\u2019elle obtient. Cela doit contribuer, si ce n\u2019est \u00e0 inverser, au moins \u00e0 r\u00e9\u00e9quilibrer les flux de sollicitations entre les deux parties. Ces derniers partent en effet aujourd\u2019hui majoritairement de la fili\u00e8re risques et non des M\u00e9tiers, contrairement \u00e0 la quasi-totalit\u00e9 des autres directions support ! La fili\u00e8re risque dispose de plusieurs moyens pour ce faire, au travers par exemple :<\/p>\n<ul>\n<li>de la structuration de \u00ab l\u2019offre de la fili\u00e8re risque \u00bb : comment et sur quoi cette derni\u00e8re se propose d\u2019intervenir aupr\u00e8s des m\u00e9tiers, \u00e0 leur demande ;<\/li>\n<li>de la valorisation des r\u00e9sultats obtenus, en trouvant des indicateurs pertinents et des exemples concrets pour les diff\u00e9rentes typologies de risques ;<\/li>\n<li>de la d\u00e9tection des nouvelles opportunit\u00e9s qui apparaissent aux M\u00e9tiers gr\u00e2ce \u00e0 la bonne gestion des risques (moyens de valorisation en externe par exemple)<\/li>\n<\/ul>\n<h2 align=\"left\">Un refus trop fr\u00e9quent du risque<\/h2>\n<p align=\"left\">La fili\u00e8re risques est souvent per\u00e7ue comme l\u2019entit\u00e9 qui \u00ab sur-traite \u00bb voire refuse syst\u00e9matiquement le risque, plut\u00f4t que celle qui valorise la prise de risque ma\u00eetris\u00e9e.<\/p>\n<p align=\"left\">Les m\u00e9tiers, au cours du processus de d\u00e9cision, attendent pourtant que les pertes potentielles soient analys\u00e9es au regard des gains attendus. R\u00e9aliser cet exercice difficile et d\u00e9cider \u00ab en toute connaissance de cause \u00bb est de plus en plus complexe pour eux, et la fili\u00e8re risque peut les aider en cela, que ce soit sur un plan strat\u00e9gique ou op\u00e9rationnel.<\/p>\n<p align=\"left\"><strong>S\u2019aligner sur les objectifs des M\u00e9tiers et veiller \u00e0 ne pas sur-traiter les risques<\/strong><\/p>\n<p>La fili\u00e8re risques doit passer du refus trop fr\u00e9quent du risque \u00e0 l\u2019assistance au m\u00e9tier dans la conduite de ses choix strat\u00e9giques et op\u00e9rationnels, pour lui permettre d\u2019atteindre ses objectifs en prenant des risques ma\u00eetris\u00e9s. Le gestionnaire de risques doit devenir un des soutiens indispensables dans les \u00e9quipes charg\u00e9es de mener des \u00e9tudes ou projets strat\u00e9giques, via sa capacit\u00e9 \u00e0 analyser de mani\u00e8re large et d\u00e9taill\u00e9e les risques et valider que la prise de risques permettra de g\u00e9n\u00e9rer de la valeur et est conforme \u00e0 \u00ab l\u2019app\u00e9tence au risque \u00bb qu\u2019exprime le m\u00e9tier.
