Un nombre encore restreint par rapport aux 4.5 millions d\u2019automobiles \u00e9lectriques attendues par RTE \u00e0 l\u2019horizon 2025, mais une premi\u00e8re \u00e9tape qui n\u00e9cessite de se poser deux questions\u00a0: quels peuvent \u00eatre les impacts sur le r\u00e9seau \u00e9lectrique fran\u00e7ais d\u2019un d\u00e9veloppement massif des v\u00e9hicules \u00e9lectriques\u00a0? Ce succ\u00e8s annonc\u00e9 repr\u00e9sente-t-il une menace ou une opportunit\u00e9 pour le r\u00e9seau \u00e9lectrique ?<\/p>\n<h2><strong>Un nouvel usage qui peut mettre \u00e0 l\u2019\u00e9preuve l\u2019\u00e9quilibre offre \/ demande<\/strong><\/h2>\n<p>La mise en circulation de 2 millions de v\u00e9hicules \u00e9lectriques (objectif 2020) repr\u00e9sente une \u00e9nergie de recharge annuelle d\u2019environ 5 TWh, soit 1% de la consommation totale fran\u00e7aise. Ceci peut \u00eatre vu comme n\u00e9gligeable. Cependant, le v\u00e9ritable impact de la recharge est le risque d\u2019appels de puissance cons\u00e9quents apr\u00e8s les trajets travail-domicile du soir, soit exactement pendant la <a href=\"http:\/\/www.audeladeslignes.com\/hiver-jour-consommation-electrique-pointe-19h-11797\">pointe de consommation<\/a>. Or, pour faire face \u00e0 ces pics, l\u2019activation de moyens de production thermiques est n\u00e9cessaire, induisant un recours \u00e0 des ressources polluantes et co\u00fbteuses. Ainsi, l\u2019impact environnemental positif intrins\u00e8que au v\u00e9hicule \u00e9lectrique s\u2019en retrouverait phagocyt\u00e9, tout comme l\u2019attrait \u00e9conomique d\u2019une \u00e9nergie de recharge peu ch\u00e8re. On voit donc qu\u2019une charge d\u00e9r\u00e9gul\u00e9e des v\u00e9hicules \u00e9lectriques pourrait accentuer les pointes de consommation\u00a0et d\u00e9naturer l\u2019aspect \u00e9cologique et \u00e9conomique des v\u00e9hicules \u00e9lectriques.<\/p>\n<h2><!--more--><strong>Le pilotage intelligent de la charge des v\u00e9hicules \u00e9lectriques<\/strong><\/h2>\n<h2><\/h2>\n<p>L\u2019av\u00e8nement du v\u00e9hicule \u00e9lectrique\u00a0repose sur une recharge majoritairement en dehors des p\u00e9riodes de pointe afin de ne pas concourir \u00e0 l\u2019accentuation des pics de consommation. Deux solutions sont envisageables pour relever ce d\u00e9fi\u00a0: le signal tarifaire pour les particuliers et la mise en place de flexibilit\u00e9s, soit chez les particuliers, soit chez les gestionnaires d\u2019infrastructures de recharge.<\/p>\n<p>En effet, le fournisseur peut participer \u00e0 lisser la consommation des v\u00e9hicules \u00e9lectriques via une incitation tarifaire forte \u00e0 la recharge pendant les heures creuses. Un tel signal de prix encouragerait ainsi la \u00ab\u00a0<a href=\"http:\/\/www.cnetfrance.fr\/cartech\/volvo-systeme-recharge-voiture-electrique-39768920.htm\">recharge intelligente\u00a0<\/a>\u00bb\u00a0: les utilisateurs, par souci d\u2019\u00e9conomies, privil\u00e9gieraient une recharge lente en heure creuse \u00e0 une recharge rapide qu\u2019ils ne solliciteraient qu\u2019exceptionnellement.<\/p>\n<p>De plus, \u00e0 l\u2019instar de l\u2019activation automatique des chauffe-eau en fonction des signaux heures pleines-heures creuses, des syst\u00e8mes automatiques de d\u00e9clenchement de recharge peuvent \u00eatre mis en place chez les particuliers. Pour ce faire, l\u2019op\u00e9rateur de ces syst\u00e8mes communique avec les v\u00e9hicules afin de collecter leurs besoins puis, en fonction des tarifs, \u00e9tablit un profil de charge adapt\u00e9 r\u00e9pondant aux diff\u00e9rentes contraintes.<\/p>\n<p>Enfin, un pilotage de flexibilit\u00e9 de puissance doit \u00e9galement \u00eatre r\u00e9alis\u00e9 au niveau des gestionnaires d\u2019infrastructures de recharge. Ce pilotage consisterait \u00e0 donner des marges de man\u0153uvre \u00e0 des acteurs de l\u2019\u00e9quilibre local au niveau de chaque borne de recharge. Par exemple, en cas de sur-disponibilit\u00e9 d\u2019\u00e9lectricit\u00e9, il s\u2019agirait de pouvoir acc\u00e9l\u00e9rer la charge des v\u00e9hicules \u00e9lectriques connect\u00e9s aux bornes. Notons que le mod\u00e8le de d\u00e9veloppement des v\u00e9hicules \u00e9lectriques doit prendre en compte ce r\u00f4le que revendique notamment le distributeur.<\/p>\n<p>Une gestion intelligente du r\u00e9seau \u00e9lectrique est donc indispensable \u00e0 l\u2019essor du v\u00e9hicule \u00e9lectrique. V\u00e9ritable facteur cl\u00e9 de succ\u00e8s, il assure \u00e0 la fois la satisfaction des besoins utilisateurs, et l\u2019optimisation des ressources des exploitants.<\/p>\n<h2>\u00a0<strong>Une opportunit\u00e9 sur la cha\u00eene de valeur de l\u2019\u00e9lectricit\u00e9 <\/strong><\/h2>\n<p><strong>\u00a0<\/strong>En plus du pilotage qui peut permettre d\u2019optimiser la recharge des v\u00e9hicules \u00e9lectriques et les ressources \u00e9lectriques localement disponible, leurs batteries constituent une opportunit\u00e9 pour la gestion du r\u00e9seau \u00e9lectrique. Car la batterie pourra \u00eatre utilis\u00e9e comme un moyen de stockage et de flexibilit\u00e9 suppl\u00e9mentaire.<\/p>\n<p>Ainsi, il s\u2019agirait de\u00a0:<\/p>\n<ul>\n<li>\u00a0Favoriser les charges lorsque l\u2019\u00e9lectricit\u00e9 est disponible\u00a0; par exemple lors de production importante de sources d\u2019\u00e9nergie intermittentes ;<\/li>\n<li>Provoquer les d\u00e9chargements de batteries dans le r\u00e9seau lorsque la demande est forte.<\/li>\n<\/ul>\n<p>C\u2019est le principe du <a href=\"http:\/\/www.automobile-propre.com\/2012\/06\/07\/vehicle-to-grid-de-la-batterie-vers-le-reseau-electrique\/\" target=\"_blank\">Vehicle to Grid<\/a> (V2GRID). L\u2019exploitation du stockage d\u2019\u00e9nergie, coupl\u00e9e \u00e0 une charge \/ d\u00e9charge pens\u00e9es, concourent finalement aux int\u00e9r\u00eats des producteurs, des acteurs de l\u2019\u00e9quilibre et des utilisateurs.<\/p>\n<p>Elle conf\u00e8re un avantage aux producteurs en am\u00e9liorant le taux d\u2019utilisation des centrales de production de pointe et en consommant la production intermittente des producteurs d\u2019\u00e9nergies renouvelables. Elle permet aux acteurs de l\u2019\u00e9quilibre d\u2019optimiser le r\u00e9seau \u00e9lectrique et de r\u00e9duire les investissements. Elle offre la possibilit\u00e9 aux utilisateurs de v\u00e9hicule \u00e9lectrique, via une programmation intelligente (charge en heures creuses, d\u00e9charge sur le r\u00e9seau en heures de pointe), d\u2019optimiser leur facture \u00e9lectrique. Son impact \u00e9cologique est \u00e9galement notable\u00a0: une strat\u00e9gie V2G permettrait d\u2019\u00e9viter l\u2019\u00e9mission de 150 \u00e0 200\u00a0000 tonnes de C02 lors des journ\u00e9es de pointe selon le transporteur d\u2019\u00e9lectricit\u00e9 RTE.<\/p>\n<p>Le v\u00e9hicule \u00e9lectrique bas\u00e9 sur un r\u00e9seau de charge intelligent ne p\u00e8se donc pas sur le r\u00e9seau \u00e9lectrique. Bien au contraire, une gestion flexible de leur charge amplifie les atouts du v\u00e9hicule \u00e9lectrique : elle valorise en d\u00e9finitive une \u00e9lectricit\u00e9 plus verte et plus \u00e9conomique. Sa mise en \u0153uvre demeure en revanche \u00e0 construire par les industriels, les \u00e9quipementiers, les pouvoirs publics et les \u00e9nerg\u00e9ticiens.<\/p>\n<p>La construction de la normalisation et des <em>use cases<\/em> aff\u00e9rents constitue donc un des leviers qui pourra permettre de fournir ces flexibilit\u00e9s.
