Cette ambition a d\u2019ailleurs \u00e9t\u00e9 r\u00e9affirm\u00e9e par tous les acteurs lors du \u00a0salon \u00ab\u00a0Transports Publics \u00bb le 6 juin dernier \u00e0 Paris. Face \u00e0 ces enjeux, \u00a0quels sont les leviers de r\u00e9duction des d\u00e9penses\u00a0? En quoi le SI peut-il contribuer ? <\/em><\/p>\n<h2><em>\u00a0<\/em><strong>Le report modal n\u00e9cessite des investissements lourds<\/strong><\/h2>\n<p>Le report modal n\u00e9cessite des investissements lourds\u00a0: extension de lignes m\u00e9tro, tramway, bus, parking relais, transport \u00e0 la demande, etc. Et en attendant la prise de d\u00e9cision politique, les avis divergent, laissant les collectivit\u00e9s territoriales face \u00e0 des arbitrages difficiles. Fr\u00e9d\u00e9ric Cuvillier, ministre des transports, vient d\u2019annoncer qu\u2019un 3<sup>\u00e8me<\/sup> appel \u00e0 projets de transports en commun en site propre pour la province va intervenir. \u00c0 contrario, des arbitrages pourraient avoir lieu sur les nouvelles lignes TGV. Bref, au niveau territorial, le flou d\u00e9cisionnel pousse \u00e0 s\u2019interroger sur le mod\u00e8le \u00e9conomique auquel est soumis le transport.<\/p>\n<h2><strong><br \/>\nUn syst\u00e8me de financement \u00e0 bout de souffle\u00a0: quels leviers sur les recettes\u00a0?<\/strong><\/h2>\n<p>O\u00f9 trouver les financements\u00a0? Lors du d\u00e9bat \u00ab\u00a0Quel financement\u00a0durable pour la mobilit\u00e9\u00a0? \u00bb au salon des \u00ab\u00a0Transports Publics \u00bb, Charles-Eric Lemaignen, vice-pr\u00e9sident du GART, a expliqu\u00e9 que\u00a0\u00ab\u00a0Le syst\u00e8me de financement est aujourd\u2019hui \u00e0 bout de souffle\u00a0\u00bb.<\/p>\n<p>Michel Bleitrach, pr\u00e9sident de l\u2019UTP, a de son c\u00f4t\u00e9 rappel\u00e9 que 20 % du total des d\u00e9penses pour le transport public sont couverts par les recettes, c&#8217;est-\u00e0-dire l\u2019achat de billets par les clients voyageurs. Le reste rel\u00e8ve des imp\u00f4ts &#8211; budget national et budget des collectivit\u00e9s autorit\u00e9s organisatrices des transports &#8211; et du versement transport\u00a0(VT) &#8211; taxe pay\u00e9e par les entreprises pour participer au financement du transport local-.<\/p>\n<p>C\u00f4t\u00e9\u00a0 institutions publiques, le versement transport m\u00e9riterait peut-\u00eatre une remise \u00e0 plat, avec un versement \u00a0aux conseils g\u00e9n\u00e9raux et aux conseils r\u00e9gionaux qui g\u00e8rent les TER.<\/p>\n<p>C\u00f4t\u00e9 voyageur, la question se pose aussi. Car il va sans dire que le \u00a0prix qu\u2019il paie \u00a0est aussi un levier d\u2019action. Mais faut-il le baisser ou l\u2019augmenter\u00a0? L\u00e0 aussi les avis divergent. Alors que Claudio Lubatti, adjoint au Maire de Turin, explique que le prix du billet est pass\u00e9 de 1 \u20ac \u00e0 1,5 \u20ac, sans rejet de la part des turinois, Jean-Claude Gayssot, ancien ministre du transport et Vice-Pr\u00e9sident de la r\u00e9gion Languedoc-Roussillon en charge du transport, explique quant \u00e0 lui le succ\u00e8s de l\u2019exp\u00e9rimentation r\u00e9cente du TER \u00e0 1 euro, et envisage une g\u00e9n\u00e9ralisation. \u00a0Tous se mettent au moins d\u2019accord pour rejeter unanimement\u00a0 la gratuit\u00e9 du transport\u00a0: car dans l\u2019opinion trop souvent, ce qui est gratuit n\u2019a pas de valeur.<\/p>\n<h2><strong>\u00a0Transport et d\u00e9penses publiques\u00a0: <em>think global<\/em>\u00a0! <\/strong><\/h2>\n<p>Au-del\u00e0 des arbitrages sur les recettes, un levier d\u2019action plus innovant est la mise en coh\u00e9rence des politiques publiques sur la mobilit\u00e9.<\/p>\n<p>L\u2019\u00e9tude \u00ab\u00a0<a href=\"Co%C3%BBts%20d%E2%80%99usage%20de%20l%E2%80%99automobile%20et%20des%20transports%20publics%20%C2%BB%20publi%C3%A9e%20en%20mars%202012%20par%20la%20FNAUT%20:%20http:\/\/www.fnaut.asso.fr\/index.php\/toute-actualite\/39-communiques-presse\/283-couts-dusage-de-lautomobile-et-des-transports-public.html%20\" target=\"_blank\">Co\u00fbts d\u2019usage de l\u2019automobile et des transports publics <\/a>\u00bb publi\u00e9e en mars 2012 par la FNAUT \u00e9tablit que le co\u00fbt de la voiture par rapport au transport en commun est dans un rapport de 1 \u00e0 3 pour le particulier au b\u00e9n\u00e9fice du transport en commun, et ce rapport va en augmentant. Si on cherche \u00e0 adopter une vision d\u2019ensemble sur le sujet du transport et de son financement, il faut casser la vision en silos\u00a0: le transport en commun, le mode doux et la voiture sont \u00e0 consid\u00e9rer dans un ensemble coh\u00e9rent, en termes de mobilit\u00e9 et en termes de d\u00e9penses pour la collectivit\u00e9 et les particuliers.<\/p>\n<p>Dans cette logique, pour r\u00e9duire globalement les d\u00e9penses en mati\u00e8re de mobilit\u00e9 sur un territoire il est temps de mettre en coh\u00e9rence les politiques publiques et de renforcer l\u2019intermodalit\u00e9 entre les modes de transport en commun, la voiture et les modes doux.<\/p>\n<h2><strong>Le SI, levier cl\u00e9 du report modal<\/strong><\/h2>\n<p>Le report modal n\u00e9cessite que chacun ait un moment de \u00ab\u00a0passage \u00e0 l\u2019acte\u00a0\u00bb, moment o\u00f9 l\u2019on constate que des solutions de mobilit\u00e9 combin\u00e9es repr\u00e9sentent une solution facile et agr\u00e9able pour ses trajets personnels, qu\u2019ils soient r\u00e9guliers ou ponctuels. Le conducteur automobile ne \u00ab\u00a0l\u00e2che\u00a0\u00bb pas sa voiture tant qu\u2019il n\u2019est pas rassur\u00e9 au moins au m\u00eame niveau que pour la voiture sur son trajet\u00a0: temps de parcours global, disponibilit\u00e9 des modes de transport qu\u2019il va prendre, etc.<\/p>\n<p>Le SI multimodal \u00ab\u00a0sans couture\u00a0\u00bb est ainsi au c\u0153ur du sujet :<\/p>\n<ul>\n<li>billettique multimodale : universalit\u00e9 d\u2019acc\u00e8s et de paiement (transport en commun, parking voiture, v\u00e9lo libre-service, etc.)\u00a0;<\/li>\n<li>services d\u2019information voyageur multimodale\u00a0: calcul d\u2019itin\u00e9raires multimodal \u00ab\u00a0voiture + transport en commun + mode doux\u00a0\u00bb, perturbations et changements d\u2019itin\u00e9raires en temps r\u00e9el, guidage porte \u00e0 porte, etc.<\/li>\n<\/ul>\n<p>Dans la course \u00e0 la r\u00e9duction des d\u00e9penses sur le transport public, l\u2019adoption d\u2019une vision d\u2019ensemble de la mobilit\u00e9 urbaine et interurbaine fait appara\u00eetre des leviers d\u2019actions que seule une ma\u00eetrise compl\u00e8te et transverse port\u00e9e par la SI saura satisfaire.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Le transport public n\u2019\u00e9chappe pas \u00e0 l\u2019enjeu de r\u00e9duction des d\u00e9penses publiques. \u00c0 cette probl\u00e9matique de r\u00e9duction des co\u00fbts se m\u00eale l\u2019objectif de report modal, \u00e9cologiquement plus profitable et \u00e0 terme \u00e9conomiquement \u00ab\u00a0rentable\u00a0\u00bb.
