{"id":2249,"date":"2012-09-14T14:02:12","date_gmt":"2012-09-14T13:02:12","guid":{"rendered":"http:\/\/www.solucominsight.fr\/?p=2249"},"modified":"2014-11-27T11:47:16","modified_gmt":"2014-11-27T10:47:16","slug":"schemas-directeurs-lart-de-reussir-son-projet-et-la-communication-associee","status":"publish","type":"post","link":"https:\/\/www.riskinsight-wavestone.com\/en\/2012\/09\/schemas-directeurs-lart-de-reussir-son-projet-et-la-communication-associee\/","title":{"rendered":"Sch\u00e9mas directeurs : l\u2019art de r\u00e9ussir son projet et la communication associ\u00e9e"},"content":{"rendered":"<p><em>Exercice impos\u00e9 dans de nombreuses entreprises, le sch\u00e9ma directeur d\u00e9finit \u00e0 horizon moyen terme (3-5 ans) une cible et des trajectoires associ\u00e9es (m\u00e9tiers, SI, techniques, budg\u00e9taires voire organisationnelles). <\/em><\/p>\n<p><em>Pour que l\u2019exercice ne reste pas vain, quelques bonnes pratiques s\u2019imposent\u00a0! <\/em><\/p>\n<h2><strong>F\u00e9d\u00e9rer et mobiliser les acteurs <\/strong><\/h2>\n<p>Aujourd\u2019hui les sch\u00e9mas directeurs embarquent souvent les aspects m\u00e9tier et les aspects SI (le SI a ses propres contraintes et ses propres apports qu\u2019il est n\u00e9cessaire de prendre en compte d\u00e8s le d\u00e9part) ce qui induit de nombreux acteurs (direction, m\u00e9tier, RH, SI, etc.).<\/p>\n<p>De fait, il est n\u00e9cessaire de f\u00e9d\u00e9rer des acteurs d\u2019origines diverses autour d\u2019un projet commun\u00a0: il faut donner du sens.\u00a0 Les ateliers de travail m\u00ealant diff\u00e9rents types d\u2019acteurs sont donc n\u00e9cessaires. Les sch\u00e9mas directeurs s\u2019accompagnent ainsi n\u00e9cessairement d\u2019une phase de conduite du changement qui doit se pr\u00e9parer en amont, et qui s\u2019inscrit dans la dur\u00e9e.<\/p>\n<p>En outre, le sch\u00e9ma directeur est parfois m\u00eame utilis\u00e9 comme outil manag\u00e9rial en favorisant le rapprochement d\u2019\u00e9quipes ayant l\u2019habitude de travailler de fa\u00e7on isol\u00e9e.<\/p>\n<h2><strong>Adapter le niveau de communication aux acteurs<\/strong><\/h2>\n<p>Tous les acteurs de l\u2019entreprise sont susceptibles d\u2019\u00eatre concern\u00e9s par la mise en \u0153uvre d\u2019un sch\u00e9ma directeur. En effet, les projets SI, les \u00e9ventuelles \u00e9volutions RH, les impacts budg\u00e9taires, les \u00e9volutions m\u00e9tiers touchent tout type de population au sein de l\u2019entreprise.<\/p>\n<p>Il convient donc d\u2019adapter le niveau de discours et la granularit\u00e9 du sch\u00e9ma directeur \u00e0 ces diff\u00e9rentes populations. L\u2019utilisateur r\u00e9gulier du SI n\u2019a en effet pas besoin du m\u00eame niveau d\u2019information que l\u2019exploitant SI pour lequel le p\u00e9rim\u00e8tre d\u2019intervention peut \u00eatre amen\u00e9 \u00e0 changer drastiquement.<\/p>\n<h2><strong>Ne pas c\u00e9der \u00e0 l\u2019utopie de la cible mais d\u00e9finir de fa\u00e7on intelligente les trajectoires et les mesurer<\/strong><\/h2>\n<p>Cette cible est par essence m\u00eame th\u00e9orique. Les strat\u00e9gies m\u00e9tiers peuvent \u00e9voluer en fonction de la concurrence (arriv\u00e9e d\u2019un concurrent comme dans la t\u00e9l\u00e9phonie), des contraintes r\u00e9glementaires\u00a0 (exemple\u00a0 secteur de l\u2019\u00e9nergie) ou des innovations technologiques (si l\u2019internet PC \u00e9tait consid\u00e9r\u00e9 comme un canal de distribution majeur il y a moins de trois ans, il est en passe d\u2019\u00eatre supplant\u00e9 par l\u2019internet mobile\u2026).<\/p>\n<p>Par cons\u00e9quent, les cibles ne sont que th\u00e9oriques et rarement atteintes. Elles doivent \u00eatre revues chaque ann\u00e9e pour revalider les objectifs et les moyens pour y arriver. A l\u2019heure o\u00f9 les budgets se resserrent, les premiers jalons sont essentiels pour prouver l\u2019efficience de la d\u00e9marche et des projets sous-jacents au sch\u00e9ma directeur. Des indicateurs quantitatifs et qualitatifs doivent donc \u00eatre associ\u00e9s aux premiers jalons pour esp\u00e9rer pouvoir d\u00e9crocher des budgets pluriannuels permettant des transformations en profondeur.<\/p>\n<p>Si la cible permet d\u2019expliquer le projet d\u2019entreprise, il ne restera dans bien des cas que les premiers \u00e9l\u00e9ments de la trajectoire. Pour aller au-del\u00e0, il faut d\u00e8s le d\u00e9part r\u00e9fl\u00e9chir \u00e0 des indicateurs qui mesureront l\u2019apport des projets (\u00e9conomies r\u00e9alis\u00e9es au niveau de l\u2019exploitation SI, r\u00e9duction du temps moyen de mise en \u0153uvre d\u2019un projet\u2026). C\u2019est \u00e0 ce prix, que des actions de transformation pourront \u00eatre men\u00e9es et conduire \u00e0 des modifications en profondeur dans l\u2019organisation et les modes de fonctionnement.<\/p>\n<p>Une derni\u00e8re recommandation\u00a0: rien ne sert de r\u00e9aliser \u00a0un sch\u00e9ma directeur tous les 3 ans. Mieux vaut prendre \u00a0un peu de temps chaque ann\u00e9e pour transformer les choses en douceur.
