Comment r\u00e9pondre \u00e0 une demande toujours croissante de la part des m\u00e9tiers\u00a0? Quels sont les moyens de rythmer l\u2019\u00e9volution du SI et d\u2019optimiser les mises en production\u00a0? Sur quels nouveaux leviers s\u2019appuyer fort de l\u2019industrialisation d\u00e9j\u00e0 en place ?\u00a0\u00a0<\/em><\/p>\n<h3>La n\u00e9cessit\u00e9 d\u2019avoir les m\u00eames priorit\u00e9s<\/h3>\n<p>Les DSI, et notamment leurs \u00e9quipes de production informatique, se sont fortement industrialis\u00e9es\u00a0: des processus visant \u00e0 ma\u00eetriser les changements sur la production existent et sont bien connus. De la m\u00eame fa\u00e7on, \u00a0les entit\u00e9s d\u2019\u00e9tude et d\u00e9veloppement ont pu mettre en place des m\u00e9thodes de gestion des \u00e9volutions fonctionnelles sur le patrimoine applicatif.<\/p>\n<p>Il existe en revanche peu de cas o\u00f9 la cha\u00eene est ma\u00eetris\u00e9e de bout en bout, du m\u00e9tier jusqu\u2019\u00e0 la production informatique. Cette vision d\u2019ensemble est pourtant n\u00e9cessaire.<\/p>\n<p>Pour le m\u00e9tier, il s\u2019agit d\u2019\u00eatre en capacit\u00e9 de prioriser et d\u2019arbitrer ses besoins d\u2019\u00e9volution, en fonction de la capacit\u00e9 de la DSI \u00e0 y r\u00e9pondre, dans un souci d\u2019efficacit\u00e9 \u00e9conomique. Pour la DSI, l\u2019objectif est d\u2019anticiper au mieux la demande, pour fournir un service de qualit\u00e9. Un travail d\u2019\u00e9coute est donc indispensable entre m\u00e9tiers et DSI.<\/p>\n<h3>Partager les m\u00eames r\u00e8gles d\u2019\u00e9volution<\/h3>\n<p>Faire \u00e9voluer son SI consiste \u00e0 faire cohabiter plusieurs natures d\u2019\u00e9volutions, qui comportent chacune ses propres exigences (m\u00e9thode, urgence\u2026)\u00a0: les \u00e9volutions fonctionnelles,\u00a0 applicatives ou techniques, les projets m\u00e9tiers, les correctifs\u2026<\/p>\n<p>Par exemple, les \u00ab\u00a0projets\u00a0\u00bb voient leur planning d\u00e9fini\u00a0 longtemps en avance, contrairement aux \u00ab\u00a0\u00e9volutions fonctionnelles\u00a0\u00bb, plut\u00f4t trait\u00e9es au fil de l\u2019eau.<\/p>\n<p>R\u00e9pondre \u00e0 ces multiples sollicitations peut rapidement devenir complexe\u00a0; par ailleurs, un manque de pilotage de la demande peut \u00eatre rapidement g\u00e9n\u00e9rateur de co\u00fbt, par exemple en cas d\u2019\u00e9volutions successives d\u2019un m\u00eame composant du SI.<\/p>\n<p>Il est donc n\u00e9cessaire de d\u00e9finir un cadre d\u2019\u00e9volution du SI et de rythmer celui-ci. L\u2019objectif est de pouvoir regrouper les \u00ab\u00a0\u00e9volutions\u00a0\u00bb dans des changements communs et d\u00e9termin\u00e9s \u00e0 l\u2019avance. La fr\u00e9quence sera bien entendu \u00e0 adapter en fonction de la nature de ces changements et de leur niveau d\u2019urgence\u00a0:<\/p>\n<ul>\n<li>De 2 \u00e0 4 changements majeurs par an\u00a0: destin\u00e9s \u00e0 int\u00e9grer les \u00e9volutions les plus impactantes dont le niveau de risque sur la qualit\u00e9 de service et le niveau de pr\u00e9paration peuvent \u00eatre \u00e9lev\u00e9s\u00a0;<\/li>\n<li>Des changements mensuels\u00a0: pour les \u00e9volutions \u00e0 impact restreint\u00a0;<\/li>\n<li>Des changements hebdomadaires, voire quotidiens\u00a0: \u00e9volutions ma\u00eetris\u00e9es, pr\u00e9sentant peu de risque.<\/li>\n<\/ul>\n<p>Ces regroupements pourront int\u00e9grer des changements li\u00e9s \u00e0 des projets, des \u00e9volutions fonctionnelles, voire des correctifs non bloquants. En revanche, l\u2019int\u00e9gration des changements applicatifs avec des changements techniques reste peu pratiqu\u00e9e.<\/p>\n<p>Par ailleurs, il convient d\u2019adapter ce rythme \u00e0 la nature du SI (centralis\u00e9 ou non), aux exigences d\u2019agilit\u00e9 du m\u00e9tier et \u00e0 la maturit\u00e9 du SI.<\/p>\n<h3>Des calendriers \u00e0 partager<\/h3>\n<p>La mise en place de tels regroupements n\u00e9cessite un travail conjoint entre la DSI et les m\u00e9tiers, car les calendriers doivent \u00eatre n\u00e9goci\u00e9s en amont avec ces derniers. Par ailleurs, il\u00a0est n\u00e9cessaire de d\u00e9finir certaines d\u00e9rogations (r\u00e9solution d\u2019incident, prise en compte d\u2019un besoin strat\u00e9gique, etc.), mais celles-ci doivent \u00eatre soigneusement pilot\u00e9es.<\/p>\n<p>Le niveau de regroupement doit cependant \u00eatre consid\u00e9r\u00e9 avec prudence. Il reste n\u00e9cessaire de ma\u00eetriser l\u2019impact des \u00e9volutions\u00a0: un regroupement trop important peut g\u00e9n\u00e9rer des incidents complexes \u00e0 r\u00e9soudre.<\/p>\n<p>La gestion des ressources peut elle aussi devenir\u00a0probl\u00e9matique, avec des pics de charge complexes \u00e0 g\u00e9rer.<\/p>\n<h3>Vers plus de s\u00e9r\u00e9nit\u00e9 entre les m\u00e9tiers et la DSI\u00a0?<\/h3>\n<p>Finalement, ce travail de structuration des \u00e9volutions am\u00e8ne plus de s\u00e9r\u00e9nit\u00e9 dans le travail des \u00e9quipes (r\u00e9duction du travail dans l\u2019urgence) et permet \u00e9galement de d\u00e9gager des optimisations \u00e9conomiques (limitation d\u2019actes redondances, mutualisation de certaines op\u00e9rations de tests).<\/p>\n<p>Comme l\u2019a dit Andr\u00e9 Maurois, \u00ab La s\u00e9r\u00e9nit\u00e9 est une conqu\u00eate \u00bb.
