Avec l\u2019importance accrue du SI dans les entreprises et sa complexification, le r\u00f4le de MOA s\u2019est d\u2019ailleurs progressivement structur\u00e9 pour constituer de v\u00e9ritables organisations, parfois pr\u00e9sent dans les directions m\u00e9tiers, parfois dans les DSI mais aussi comme structure \u00e0 part enti\u00e8re. Quelle place la MOA a-t-elle aujourd\u2019hui\u00a0dans sa relation \u00e0 la MOE ? Quel nouveau r\u00f4le la MOE doit-elle jouer face \u00e0 l\u2019industrialisation progressive des solutions propos\u00e9es aux m\u00e9tiers\u00a0? \u00a0<\/em><\/p>\n<h2>Une relation MOA\/MOE qui montre ses limites<\/h2>\n<p>Force est de constater qu\u2019aujourd\u2019hui, la relation MOA\/MOE dans les projets n\u2019est pas au beau fixe. Certains m\u00e9tiers pr\u00e9f\u00e8rent en effet travailler directement avec la MOE pour garantir une meilleure r\u00e9activit\u00e9 et \u00e9viter des fonctionnements en mode \u00ab\u00a0passe-plat\u00a0\u00bb. La s\u00e9paration MOA\/MOE entra\u00eene finalement une dilution des responsabilit\u00e9s sur les projets et des difficult\u00e9s de partage des priorit\u00e9s\u00a0: un package bancal qui ne permet pas une mobilisation globale efficace. Enfin, ces dispositifs se r\u00e9v\u00e8lent inefficaces pour g\u00e9rer la transversalit\u00e9 entre plusieurs contributeurs. Ils sont \u00e9galement sources de rupture dans les processus projets par les trop nombreux allers-retours qu\u2019ils engendrent.<\/p>\n<p>Par ailleurs, le niveau de structuration de la MOA est proportionnel au niveau d\u2019importance du SI dans l\u2019entreprise. La relation MOA\/MOE montre ainsi ses limites dans des secteurs o\u00f9 le SI a une position cl\u00e9 tel que l\u2019assurance ou encore la banque.<\/p>\n<h2>Une agilit\u00e9 cl\u00e9 du succ\u00e8s<\/h2>\n<p>La complexit\u00e9 de la relation MOA\/MOE tient \u00e0 deux \u00e9l\u00e9ments cl\u00e9s\u00a0: les enjeux m\u00e9tiers et la nature du SI.<\/p>\n<p>Au sein d\u2019une entreprise, les m\u00e9tiers qui ont un enjeu de r\u00e9activit\u00e9 important (<em>time to market<\/em> faible), d\u2019agilit\u00e9 ou d\u2019innovation (multiplication des lancements de produits), auront besoin d\u2019une forte proximit\u00e9 entre la MOE et les m\u00e9tiers. Limiter le nombre d\u2019acteurs au sein des projets parait de ce fait pertinent.<\/p>\n<p>La nature du SI constitue \u00e9galement un facteur d\u2019influence de la relation entre m\u00e9tiers\/MOA\/MOE. En effet, la fonction MOA est indispensable pour des SI d\u00e9velopp\u00e9s en mode \u00ab\u00a0sur mesure\u00a0\u00bb pour les m\u00e9tiers de fa\u00e7on \u00e0 garantir la prise en compte des sp\u00e9cificit\u00e9s de ces derniers. Pour des SI de type web et surtout de type ERP, une forte proximit\u00e9 entre les m\u00e9tiers et la MOE sera ainsi n\u00e9cessaire pour optimiser les op\u00e9rations de param\u00e9trage.<\/p>\n<p>Contrairement \u00e0 ce que l\u2019on pourrait penser, le couple MOA\/MOE doit se d\u00e9finir au niveau de chaque projet et non de la DSI dans son ensemble pour \u00eatre au plus pr\u00e8s des enjeux m\u00e9tiers et tenir\u00a0compte des natures de SI \u00e0 faire \u00e9voluer.<\/p>\n<h2>R\u00e9injecter de l\u2019innovation dans la gouvernance des projets<\/h2>\n<p>Au-del\u00e0 de la \u00ab\u00a0fronti\u00e8re\u00a0\u00bb MOA\/MOE, c\u2019est la gouvernance des projets dans sa globalit\u00e9 qui doit \u00eatre revue.<\/p>\n<p>Il est temps de troquer les habitudes du fonctionnement en cycle en V contre de nouvelles m\u00e9thodes projets et de nouveaux modes de travail. L\u2019introduction des m\u00e9thodes agiles ou de d\u00e9veloppements rapides doit venir enrichir les m\u00e9thodes projets existantes et \u00eatre d\u00e9ploy\u00e9e de fa\u00e7on pragmatique en fonction des besoins des m\u00e9tiers et des natures de SI consid\u00e9r\u00e9s. Par ailleurs, des solutions \u00ab\u00a0multi-canal\u00a0\u00bb demandent \u00e0 la fois une vision transverse du SI mais \u00e9galement des structures de pilotage avec des responsabilit\u00e9s claires.<\/p>\n<p>Au sein d\u2019un projet, les modes de fonctionnement doivent \u00e9galement \u00eatre revus pour favoriser la collaboration entre MOA\/MOE\u00a0: par exemple travailler en mode \u00ab\u00a0plateau projet\u00a0\u00bb, co-construire \u00a0des livrables cl\u00e9s, etc.<\/p>\n<p>Le SI, \u00e0 l\u2019image du d\u00e9veloppement des ERP et des progiciels, ne serait-il finalement pas en train de structurer de plus en plus les processus m\u00e9tiers et d\u2019inverser la relation entre les DSI et les m\u00e9tiers\u00a0? S\u2019il n\u2019est qu\u2019une seule chose \u00e0 retenir, c\u2019est que la relation MOA\/MOE doit l\u2019anticiper et se r\u00e9inventer\u00a0: int\u00e9grer plus de flexibilit\u00e9 et d\u2019agilit\u00e9 pour toujours mieux servir ses m\u00e9tiers.
