Mais comment l\u2019utiliser au mieux pour mettre en \u0153uvre un syst\u00e8me de management de la continuit\u00e9 d\u2019activit\u00e9\u00a0?<\/em><\/p>\n<h2>Alignement ou certification\u00a0: quelle strat\u00e9gie retenir\u00a0?<\/h2>\n<p>L\u2019alignement consiste \u00e0 en adopter les principes fondamentaux et les principales exigences. Il permet \u00e0 la fois de donner une coh\u00e9rence globale \u00e0 la d\u00e9marche, d\u2019impliquer les acteurs et d\u2019offrir de la visibilit\u00e9 en interne tout en offrant de la souplesse sur le p\u00e9rim\u00e8tre (identique\u00a0 celui du PCA de l\u2019organisation ou plus restreint), les processus \u00e0 mettre en place, et les exigences \u00e0 int\u00e9grer (mener les actions sans s\u2019astreindre \u00e0 disposer de preuves auditables).<\/p>\n<p>Le pi\u00e8ge \u00e0 \u00e9viter est d\u00e8s lors celui de trop limiter le p\u00e9rim\u00e8tre et le nombre d\u2019exigences \u00e0 respecter, et de perdre ainsi de l\u2019int\u00e9r\u00eat de l\u2019alignement. La souplesse prise dans la mise en place du SMCA doit pouvoir \u00eatre argument\u00e9e, et toujours ramen\u00e9e aux int\u00e9r\u00eats et enjeux de l\u2019organisation.<\/p>\n<p>Si la certification laisse toujours la capacit\u00e9 \u00e0 l\u2019organisation de choisir le p\u00e9rim\u00e8tre le plus opportun en fonction des enjeux m\u00e9tier et de la maturit\u00e9 de l\u2019organisation, ce choix est n\u00e9anmoins plus engageant dans la mesure o\u00f9 il implique l\u2019application de l\u2019ensemble de la norme, et ce dans la dur\u00e9e.<\/p>\n<p>Elle pr\u00e9sente cependant plusieurs atouts. Le premier \u00e9tant qu\u2019elle apporte une valorisation vis-\u00e0-vis des clients externes pouvant aller jusqu\u2019\u00e0 constituer un \u00e9l\u00e9ment diff\u00e9renciant sur le march\u00e9.<\/p>\n<p>Le second avantage de la certification est qu\u2019elle constitue une preuve de l\u2019effort engag\u00e9 par l\u2019organisation dans leur PCA, un effort qui peut \u00eatre mis en avant vis-\u00e0-vis d\u2019autorit\u00e9s ou d\u2019auditeurs. Cet avantage prend tout son sens pour les organisations soumises \u00e0 des exigences r\u00e9glementaires.<\/p>\n<p>Enfin, une certification peut \u00e9galement donner un nouveau souffle au PCA, qu\u2019elle redynamise en introduisant une dimension projet suppl\u00e9mentaire<\/p>\n<h2>3 \u00e9tapes pour mettre en \u0153uvre un SMCA (Syst\u00e8me de Management de la Continuit\u00e9 d\u2019Activit\u00e9)<\/h2>\n<p>Qu\u2019il s\u2019agisse d\u2019un projet d\u2019alignement ou de certification, un projet de mise en place d\u2019un Syst\u00e8me de Management de la Continuit\u00e9 d\u2019Activit\u00e9 se r\u00e9alise en trois principales \u00e9tapes\u00a0:<\/p>\n<h4>\u00c9valuer et Cadrer<\/h4>\n<p>L\u2019\u00e9valuation et le cadrage constituent une premi\u00e8re \u00e9tape cl\u00e9. L\u2019enjeu principal, outre celui de disposer d\u2019une image r\u00e9aliste de la situation en termes de PCA, est celui de d\u00e9terminer le p\u00e9rim\u00e8tre du SMCA.<\/p>\n<h4>Construire les processus et piloter les projets d\u2019alignement<\/h4>\n<p>D\u00e9finir un processus, c\u2019est en d\u00e9terminer les acteurs, les composants, les activit\u00e9s \u00e0 mener et comment le faire. Pour exemple, d\u00e9finir le processus de gestion de crise implique d\u2019identifier les crit\u00e8res de d\u00e9clenchement d\u2019une crise, les acteurs \u00e0 impliquer, les interactions avec les parties prenantes (autres directions de l\u2019organisation, clients, autorit\u00e9s,\u2026), les messages et outils de communication \u00e0 utiliser et plus g\u00e9n\u00e9ralement les moyens.<strong><\/strong><\/p>\n<p>Outre \u00ab l\u2019installation \u00bb des processus, cette phase est celle de la mise en \u0153uvre des projets identifi\u00e9s, telle que la mise en place de dispositifs de continuit\u00e9 pour des p\u00e9rim\u00e8tres jug\u00e9s critiques lors du BIA et qui ne sont pas \u00ab secourus \u00bb.<\/p>\n<h4>R\u00e9aliser un cycle complet \u00ab <em>Plan-Do-Check-Act<\/em> \u00bb<\/h4>\n<p>R\u00e9aliser un cycle complet, c\u2019est installer les processus et s\u2019assurer de leur bon fonctionnement. Ainsi la phase de \u00ab check \u00bb, de v\u00e9rification, r\u00e9alis\u00e9e par un audit interne, permet-elle de v\u00e9rifier que les processus sont pertinents, que le SMCA est efficace, et le cas \u00e9ch\u00e9ant mener les actions correctives n\u00e9cessaires. Point cl\u00e9 de cette \u00e9tape : la revue de direction. C\u2019est elle qui permet la mobilisation r\u00e9guli\u00e8re du management sur les sujets de la continuit\u00e9.<\/p>\n<p>Une fois seulement ces actions r\u00e9alis\u00e9es, il est possible d\u2019envisager un audit de certification pour ceux qui auront choisi cette voie\u2026<\/p>\n<h2>\u00a03 facteurs cl\u00e9s de succ\u00e8s : mobilisation, pragmatisme et projection dans le futur<\/h2>\n<p>Mettre en place un SMCA est donc un projet \u00e0 part enti\u00e8re dont les cl\u00e9s de la r\u00e9ussite r\u00e9sident dans trois facteurs cl\u00e9s de succ\u00e8s.<\/p>\n<ul>\n<li>Mobiliser les acteurs, en particulier le Top Management, indispensable pour le lancement m\u00eame du projet et tout au long de sa mise en \u0153uvre, mais \u00e9galement les acteurs op\u00e9rationnels qui doivent se sentir responsabilis\u00e9s, valoris\u00e9s\u2026 Mettre en place un SMCA est f\u00e9d\u00e9rateur du moment que la conduite du changement est bien men\u00e9e.<\/li>\n<li>\u00a0Adopter une d\u00e9marche pragmatique et partag\u00e9e \u2026 Mieux vaut viser une premi\u00e8re \u00e9tape r\u00e9aliste se couronnant rapidement par des succ\u00e8s plut\u00f4t qu\u2019une d\u00e9marche trop large.<\/li>\n<li>Construire pour le futur\u00a0: l\u2019engagement sur la mise en place d\u2019un SMCA est pluriannuel, la d\u00e9finition de la cible initiale doit prendre en compte cet aspect pour garder, au fil des ann\u00e9es, des actions d\u2019\u00e9volutions et d\u2019am\u00e9liorations qui permettent de maintenir la mobilisation.<\/li>\n<\/ul>\n<h2>ISO 22301 : et apr\u00e8s ?<\/h2>\n<p>La continuit\u00e9 d\u2019activit\u00e9 a gagn\u00e9 en maturit\u00e9 et la parution de la norme apporte un nouveau regard.\u00a0 Quel usage les organisations peuvent-elles en faire\u00a0?
