Ce serait faire erreur\u00a0; car m\u00eame s\u2019ils \u00ab\u00a0subissent\u00a0\u00bb pour partie leur logement, un certain nombre d\u2019actions sont \u00e0 leur port\u00e9e.<\/em><\/p>\n<h2>5 leviers d\u2019action pour les consommateurs particuliers<\/h2>\n<p>D\u2019embl\u00e9e, on est frapp\u00e9s par le <strong>caract\u00e8re syst\u00e9mique et complexe de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique des logements des particuliers<\/strong>. Les usages sont nombreux, temp\u00e9rature (chauffage et climatisation), eau chaude, \u00e9clairage, \u00e9lectrom\u00e9nager, sans parler des v\u00e9hicules \u00e9lectriques. Et chaque usage a ses propres caract\u00e9ristiques. Nous distinguons cinq grands leviers d\u2019action\u00a0:<\/p>\n<ul>\n<li><strong>L\u2019efficacit\u00e9 \u00e9nerg\u00e9tique passive<\/strong>. C\u2019est la performance intrins\u00e8que de l\u2019enveloppe du b\u00e2timent\u00a0: isolation, fen\u00eatres, circulation passive de l\u2019air. Elle concerne deux usages, la temp\u00e9rature bien s\u00fbr, mais aussi l\u2019\u00e9clairage, par la valorisation de la lumi\u00e8re naturelle. Ce levier, fortement mis en avant ces derni\u00e8res ann\u00e9es, \u00a0est cependant extr\u00eamement gourmant en investissement.<\/li>\n<li><strong>La consommation et le rendement \u00e9nerg\u00e9tique des \u00e9quipements techniques<\/strong>. Tous les usages sont concern\u00e9s avec les chaudi\u00e8res, les ampoules, les \u00e9quipements \u00e9lectrom\u00e9nagers&#8230; \u00a0Les innovations technologiques permettent de faire des sauts de performance \u00e0 l\u2019occasion du remplacement de ces \u00e9quipements.<\/li>\n<li><strong>L\u2019efficacit\u00e9 \u00e9nerg\u00e9tique active<\/strong>. Elle correspond \u00e0 la mise en place de solutions, combinant des \u00e9quipements de mesure et des logiciels d\u2019analyse et de pilotage (ex. variateurs d\u2019\u00e9clairage, d\u00e9tecteurs de pr\u00e9sence, smart plug, box \u00e9nergie). Ce levier concerne tous les usages et demande peu d\u2019investissement. Il a \u00e9t\u00e9 r\u00e9cemment mis en avant \u00e0 l\u2019occasion de la visite du <em>Hive<\/em> (si\u00e8ge de Schneider Electric) par Delphine Batho.<\/li>\n<li><strong>Le comportement des consommateurs<\/strong>. M\u00eame si l\u2019automatisation des solutions de gestion \u00e9nerg\u00e9tique facilite la vie des consommateurs, il n\u2019en est pas moins vrai qu\u2019\u00e0 niveau de performance \u00e9nerg\u00e9tique identique sur les trois leviers pr\u00e9c\u00e9dents, le comportement des consommateurs est essentiel pour maximiser les \u00e9conomies. Il s\u2019agit ici de d\u00e9velopper le comportement \u00ab\u00a0consom\u2019acteurs\u00a0\u00bb.<\/li>\n<li><strong>Les incitations r\u00e9glementaires et \u00e9conomiques<\/strong>. Ce levier est transversal aux pr\u00e9c\u00e9dents. Il se traduit principalement par les prix et par les mesures fiscales (\u00e9co-pr\u00eat \u00e0 taux z\u00e9ro, cr\u00e9dit d\u2019imp\u00f4t d\u00e9veloppement durable, ch\u00e8que travaux \u2026 et demain le (bonus)\/malus). Il peut aussi correspondre, plus radicalement \u00e0 des normes (RT 2012) ou des interdictions (ampoules \u00e0 incandescence).<\/li>\n<\/ul>\n<h2>Simplification et accompagnement, cl\u00e9s de l\u2019action des consommateurs<\/h2>\n<p><strong>Face \u00e0 ce panorama foisonnant, la plupart des particuliers sont perdus<\/strong>. Comme le sujet est impliquant ils souhaitent agir \u2026 mais bien souvent faute de pistes concr\u00e8tes, ils se retrouvent dans une situation que les sociologues appellent l\u2019inhibition de l\u2019action.<\/p>\n<p>Pour r\u00e9pondre \u00e0 cet enjeu, il faut <strong>simplifier et accompagner les consommateurs<\/strong>, notamment pour les deux moments cl\u00e9s que sont le diagnostic et la conduite de l\u2019action. Pour le diagnostic, qui est indispensable pour prioriser les actions, l\u2019enjeu consiste \u00e0 int\u00e9grer la totalit\u00e9 des leviers pr\u00e9sent\u00e9s ci-dessous et \u00e0 aboutir \u00e0 des propositions chiffr\u00e9es avec une identification des entreprises pouvant intervenir. Une fois le diagnostic fait, le plus compliqu\u00e9 d\u00e9marre\u00a0: obtenir les financements, contractualiser et faire r\u00e9aliser les travaux ou installations. Le pouvoir de n\u00e9gociation des particuliers \u00e9tant faible, <strong>la mise en place de dispositifs permettant de massifier la demande est \u00e0 explorer<\/strong>, \u00e0 l\u2019instar de ce qui appara\u00eet pour les b\u00e2timents publics (cf. l\u2019initiative de la r\u00e9gion Rh\u00f4ne-Alpes avec la cr\u00e9ation de la Soci\u00e9t\u00e9 Publique Locale \u00ab\u00a0Energie Climat\u00a0\u00bb).<\/p>\n<p>En parall\u00e8le nous proposons de d\u00e9velopper un raisonnement segment\u00e9 de type \u00ab\u00a0business case\u00a0\u00bb. Trois crit\u00e8res sont \u00e0 prendre en compte\u00a0: les caract\u00e9ristiques du logement, la capacit\u00e9 de financement du particulier et son comportement. La d\u00e9finition de <strong>sc\u00e9narios d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique aboutissant chacun \u00e0 un mod\u00e8le \u00e9conomique et environnemental<\/strong> pr\u00e9cis devrait permettre de mieux cibler l\u2019action.<\/p>\n<p>En conclusion, nous partageons l\u2019importance, pour la transition \u00e9nerg\u00e9tique, du d\u00e9veloppement de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique des logements des particuliers. Constatant que le consommateur est souvent perdu face \u00e0 la complexit\u00e9 du sujet, nous proposons une approche segment\u00e9e permettant de proposer, \u00e0 chacun, un sc\u00e9nario d\u2019efficacit\u00e9 \u00e9nerg\u00e9tique correspondant \u00e0 sa situation.
