Pourtant, son budget est lui de plus en plus contraint. Comment faire pour ne pas tomber dans le pi\u00e8ge de la r\u00e9duction <\/em><em>des co\u00fbts<\/em><em> pure et dure\u00a0 ? Comment au contraire asseoir un v\u00e9ritable pilotage \u00e9conomique\u00a0?<\/em><\/p>\n<h2 align=\"left\">Le pilotage \u00e9conomique\u00a0: une probl\u00e9matique \u00e0 dimensions multiples<\/h2>\n<p align=\"left\">Le pilotage \u00e9conomique ne doit pas se limiter \u00e0 un exercice comptable, consistant \u00e0 d\u00e9finir les modalit\u00e9s de refacturation des co\u00fbts aux clients. Il est n\u00e9cessaire de consid\u00e9rer plusieurs dimensions\u00a0: la structuration de l\u2019offre de services, le mod\u00e8le de\u00a0<em>costing<\/em>\u00a0et de\u00a0<em>pricing<\/em>\u00a0sans oublier la mise en place de nouveaux r\u00f4les pour piloter de mani\u00e8re coh\u00e9rente la performance \u00e9conomique et op\u00e9rationnelle.<\/p>\n<p align=\"left\">Si la mise en \u0153uvre de chaque dimension peut se faire de mani\u00e8re ind\u00e9pendante, elles doivent \u00eatre pens\u00e9es globalement pour des raisons de coh\u00e9rence et de synergie. Sans cela, difficile d\u2019imaginer une r\u00e9conciliation possible des visions DSI et contr\u00f4le de gestion\u00a0!<\/p>\n<h2 align=\"left\">Comment structurer l\u2019offre de services de la DSI\u00a0?<\/h2>\n<p align=\"left\">Qu\u2019il s\u2019agisse d\u2019une DSI groupe, qui a comme clients des \u00ab\u00a0DSI m\u00e9tiers\u00a0\u00bb, ou d\u2019une DSI m\u00e9tier qui a comme clients des \u00ab M\u00e9tiers\u00a0\u00bb, l\u2019une des premi\u00e8res \u00e9tapes est la d\u00e9finition et la formalisation de son offre de services.<\/p>\n<p align=\"left\">Si une telle d\u00e9marche n\u2019est pas nouvelle et se d\u00e9veloppe depuis quelques ann\u00e9es, commence \u00e0 \u00e9merger une certaine \u00ab\u00a0standardisation\u00a0\u00bb dans le d\u00e9coupage des familles et sous-familles de services.<\/p>\n<p align=\"left\">Au total, on peut g\u00e9n\u00e9ralement d\u00e9nombrer une cinquantaine de services sur l\u2019ensemble du p\u00e9rim\u00e8tre de la DSI, hors applications, lesquelles compte-tenu de leur nombre, sont souvent list\u00e9es en dehors du catalogue et class\u00e9es par domaine fonctionnel ou par profil utilisateurs.<\/p>\n<p align=\"left\">L\u2019int\u00e9r\u00eat de pr\u00e9senter au m\u00e9tier un tel d\u00e9coupage est double\u00a0:<\/p>\n<ul>\n<li>P\u00e9dagogique\u00a0: faire comprendre les diff\u00e9rentes couches qui interviennent dans la production des services, notamment les couches techniques qui sont les moins visibles (pour expliquer les montants factur\u00e9s). Exemple, le prix du poste de travail qui est constitu\u00e9 \u00e0 la fois\u00a0:<br \/>\n&#8211; du mat\u00e9riel et des logiciels bureautiques (partie visible du client) ;<br \/>\n&#8211; mais \u00e9galement des serveurs bureautiques et de la s\u00e9curit\u00e9, avec les prestations d\u2019administration associ\u00e9es.<\/li>\n<\/ul>\n<ul>\n<li>Modulaire : laisser la possibilit\u00e9 de souscrire \u00e0 une partie seulement des services, lorsque le m\u00e9tier fait d\u00e9j\u00e0 intervenir d\u2019autres fournisseurs.<\/li>\n<\/ul>\n<h2 align=\"left\">M\u00e9thode ABC\u00a0: des limites\u2026<\/h2>\n<p align=\"left\">L\u2019approche la plus connue est la m\u00e9thode ABC (<em>Activity Based Costing<\/em>). Elle consiste \u00e0 r\u00e9partir l\u2019ensemble des charges (\u00ab\u00a0les ressources\u00a0\u00bb) sur les processus op\u00e9r\u00e9s par la DSI (\u00ab\u00a0les activit\u00e9s\u00a0\u00bb) et sur les diff\u00e9rents services d\u00e9livr\u00e9s par la DSI. L\u2019allocation des co\u00fbts au travers du mod\u00e8le repose sur la d\u00e9finition d\u2019inducteurs ou \u00ab\u00a0<em>cost drivers<\/em>\u00a0\u00bb.<\/p>\n<p align=\"left\">L\u2019inducteur est une mesure qui refl\u00e8te les variations d\u2019intensit\u00e9 d\u2019une activit\u00e9, il tend \u00e0 faire le lien entre son co\u00fbt et ses caract\u00e9ristiques op\u00e9rationnelles. Le choix des inducteurs au sein du mod\u00e8le doit \u00e0 la fois r\u00e9pondre \u00e0 des contraintes de faisabilit\u00e9 et avoir du sens d\u2019un point de vue m\u00e9tier, ce qui peut n\u00e9cessiter quelques concessions pour garantir l\u2019exploitabilit\u00e9 op\u00e9rationnelle du mod\u00e8le.<\/p>\n<p align=\"left\">Mais outre la complexit\u00e9 de mise en \u0153uvre et la lourdeur li\u00e9e \u00e0 son administration op\u00e9rationnelle, les principales limites du mod\u00e8le sont les suivantes\u00a0: la refacturation des services \u00e0 leur co\u00fbt de production d\u2019un c\u00f4t\u00e9, la facturation\u00a0<em>a posteriori<\/em>\u00a0des clients (ce dernier point explique en grande partie l\u2019insatisfaction des m\u00e9tiers par rapport \u00e0 la DSI, qui est souvent consid\u00e9r\u00e9e comme insuffisamment performante et trop co\u00fbteuse).<\/p>\n<h2 align=\"left\">\u2026 \u00e0 d\u00e9passer\u00a0!<\/h2>\n<p align=\"left\">Il existe une autre approche, qui sans compl\u00e8tement remettre en cause la d\u00e9marche ABC, est plus facile \u00e0 mettre en place et r\u00e9pond davantage \u00e0 des besoins de <em>benchmarks<\/em>.<\/p>\n<figure id=\"attachment_3858\" aria-describedby=\"caption-attachment-3858\" style=\"width: 594px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.solucominsight.fr\/2013\/06\/comment-reussir-le-pilotage-economique-de-la-dsi\/logique-dissociation-des-couts\/\" rel=\"attachment wp-att-3858\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-3858 \" title=\"Repr\u00e9sentation de la logique de dissociation co\u00fbts \u2013 recettes\" src=\"http:\/\/www.solucominsight.fr\/wp-content\/uploads\/2013\/06\/logique-dissociation-des-co\u00fbts.png\" alt=\"\" width=\"594\" height=\"343\" srcset=\"https:\/\/www.riskinsight-wavestone.com\/wp-content\/uploads\/2013\/06\/logique-dissociation-des-co\u00fbts.png 594w, https:\/\/www.riskinsight-wavestone.com\/wp-content\/uploads\/2013\/06\/logique-dissociation-des-co\u00fbts-120x70.png 120w, https:\/\/www.riskinsight-wavestone.com\/wp-content\/uploads\/2013\/06\/logique-dissociation-des-co\u00fbts-331x191.png 331w, https:\/\/www.riskinsight-wavestone.com\/wp-content\/uploads\/2013\/06\/logique-dissociation-des-co\u00fbts-68x39.png 68w\" sizes=\"auto, (max-width: 594px) 100vw, 594px\" \/><\/a><figcaption id=\"caption-attachment-3858\" class=\"wp-caption-text\">Repr\u00e9sentation de la logique de dissociation co\u00fbts \u2013 recettes<\/figcaption><\/figure>\n<p align=\"left\">Il s\u2019agit de facturer le maximum de services aux \u00ab\u00a0prix du march\u00e9\u00a0\u00bb. En effet, pour une majorit\u00e9 des services pr\u00e9sents au catalogue, il est possible d\u2019afficher un prix d\u2019unit\u00e9 d\u2019\u0153uvre (UO) en coh\u00e9rence avec ce qui est pratiqu\u00e9 sur le march\u00e9.<\/p>\n<p align=\"left\">Cela concerne essentiellement les services aux utilisateurs et les services techniques, pour lesquels les UO et les prix unitaires associ\u00e9s tendent \u00e0 se standardiser. Seuls les services applicatifs relatifs aux applications d\u00e9velopp\u00e9es en sp\u00e9cifique continueront \u00e0 faire l\u2019objet d\u2019une refacturation au co\u00fbt de production. La part des services concern\u00e9s pourrait cependant se r\u00e9duire avec le temps, en raison du d\u00e9veloppement des applications en mode\u00a0<em>cloud<\/em>.<\/p>\n<p align=\"left\">Cette d\u00e9marche permet ainsi \u00e0 chaque client, en travaillant en collaboration avec la DSI, d\u2019anticiper beaucoup plus facilement la traduction de toute d\u00e9cision\u00a0<em>business<\/em>\u00a0sur son budget IT.
