Le premier est l<\/em><em>\u2019atteinte de son propre \u00e9quilibre<\/em><em> <\/em><em>\u00e9conomique<\/em><em>, celui-ci devenant <\/em><em>plus complexe<\/em><em> <\/em><em>avec l\u2019\u00e9volution des mod\u00e8les<\/em><em> <\/em><em>de facturation des fournisseurs,<\/em><em> <\/em><em>notamment \u00e0 l\u2019usage<\/em><em>. Le second est l<\/em><em>a <\/em><em>g<\/em><em>arantie de ma\u00eetrise des co\u00fbts<\/em><em> <\/em><em>IT \u00e0 l\u2019\u00e9chelle de l\u2019entreprise<\/em><em>, r<\/em><em>emise en cause <\/em><em>de fait <\/em><em>par l\u2019acc\u00e8s simplifi\u00e9<\/em><em> <\/em><em>aux services Cloud <\/em><em>notamment avec la <\/em><em>souscription<\/em><em> <\/em><em>directe de services par le M\u00e9tier par<\/em><em> <\/em><em>exemple.<\/em><em> <\/em><em>Face \u00e0 ce challenge, les DSI doivent<\/em><em> <\/em><em>repenser le pilotage de l\u2019\u00e9quilibre<\/em><em> <\/em><em>\u00e9conomique \u00e0 l\u2019\u00e8re du Cloud.<\/em><em> Mais comment faire\u00a0?<\/em><\/p>\n<h2 align=\"left\"><strong>D\u00e9chiffrer la complexit\u00e9 des<\/strong><strong> <\/strong><strong>mod\u00e8les fournisseur<\/strong><\/h2>\n<p align=\"left\"><strong>La ma\u00eetrise de la facturation<\/strong> du fournisseur constitue le 1<sup>er<\/sup> pilier de ce pilotage. De prime abord, le syst\u00e8me de facturation du <em>Cloud<\/em> peut para\u00eetre simple : prix \u00e0 l\u2019unit\u00e9, facturation au volume. Ce mode de fonctionnement peut cependant g\u00e9n\u00e9rer des surprises au bout de quelques cycles de facturation. En effet, le mod\u00e8le contractuel embarque fr\u00e9quemment des \u00e9l\u00e9ments structurants tels que les volumes ou montants minimaux, ou encore les effets de seuil. De telles clauses induisent des risques pour la DSI : si la demande du M\u00e9tier n\u2019est pas au rendez-vous, l\u2019\u00e9quilibre \u00e9conomique du service pourrait ne pas \u00eatre atteint.<\/p>\n<p align=\"left\">Avant de contractualiser, une attention particuli\u00e8re doit par cons\u00e9quent porter sur la compr\u00e9hension du mod\u00e8le \u00e9conomique du fournisseur, et notamment sur les services et options qui sont les plus rentables pour ce dernier. En effet, les tarifs de service \u00a0anormalement bas pourront cacher des options co\u00fbteuses qui s\u2019av\u00e9reront finalement n\u00e9cessaires (extension de volumes de stockage, frais d\u2019interconnexion, etc.).<\/p>\n<h2 align=\"left\"><strong>Construire des sc\u00e9narios<\/strong><strong> <\/strong><strong>d\u2019utilisation des services<\/strong><\/h2>\n<p align=\"left\">La r\u00e9flexion sur l\u2019\u00e9quilibre \u00e9conomique doit amener \u00e0 <strong>piloter les recettes de la<\/strong><strong> <\/strong><strong>DSI<\/strong> et implique donc de b\u00e9n\u00e9ficier d\u2019une vue au plus juste des besoins du M\u00e9tier, pr\u00e9sents et futurs. Il s\u2019agit, pour la DSI et ses clients, de construire et de suivre une projection de l\u2019\u00e9volution des volumes d\u2019utilisation des services <em>Cloud<\/em>, et si n\u00e9cessaire de formaliser des sc\u00e9narios d\u2019\u00e9volution. Cette concertation DSI \/ M\u00e9tiers permet d\u2019obtenir un engagement mutuel entre la DSI et les M\u00e9tiers.<\/p>\n<p align=\"left\">Cette connaissance permettra \u00e0 la DSI de souscrire au service <em>Cloud<\/em> le plus adapt\u00e9, d\u2019\u00e9valuer le seuil de rentabilit\u00e9 de ce service, et de mettre en place une facturation \u00e0 l\u2019usage permettant l\u2019\u00e9quilibre \u00e9conomique. Pour le M\u00e9tier, cette collaboration permettra de disposer d\u2019un certain degr\u00e9 de ma\u00eetrise financi\u00e8re de ses d\u00e9penses informatiques.<\/p>\n<p align=\"left\">Les sc\u00e9narios d\u2019utilisation des services constitueront <em>in fine<\/em> des entrants pr\u00e9cieux dans la d\u00e9marche de construction budg\u00e9taire, pour les M\u00e9tiers comme pour la DSI.<\/p>\n<h2 align=\"left\"><strong>Accompagner le M\u00e9tier dans la<\/strong><strong> <\/strong><strong>gestion de sa demande<\/strong><\/h2>\n<p align=\"left\">La mise en place d\u2019outils ergonomiques pour l\u2019acc\u00e8s au <em>Cloud<\/em> (portails <em>self-service<\/em> par exemple) et l\u2019am\u00e9lioration de la qualit\u00e9 ont pour effet de faciliter l\u2019acc\u00e8s aux services informatiques pour les utilisateurs, qui ont ainsi naturellement tendance \u00e0 en augmenter leur utilisation : cette am\u00e9lioration de l\u2019offre conduit \u00e0 une demande accrue.<\/p>\n<p align=\"left\">La facturation \u00e0 l\u2019usage par les fournisseurs, associ\u00e9e \u00e0 cette augmentation de la demande peut d\u2019ailleurs induire une augmentation de la facture globale des services <em>Cloud<\/em>. Sans freiner la productivit\u00e9 des M\u00e9tiers, la DSI se doit de les accompagner et les conseiller, en mettant \u00e0 leur disposition des outils de suivi de l\u2019usage des services IT.<\/p>\n<p align=\"left\">Il s\u2019agit avant tout de donner un maximum de visibilit\u00e9 au M\u00e9tier sur ses consommations\u00a0:<\/p>\n<p align=\"left\">\u2022 Refacturer au M\u00e9tier peu de temps apr\u00e8s les consommations r\u00e9elles, au mois par mois\u00a0;<\/p>\n<p align=\"left\">\u2022 Produire un reporting op\u00e9rationnel de l\u2019utilisation des services, int\u00e9grant notamment un suivi des volumes consomm\u00e9s par rapport aux volumes pr\u00e9vus, et un syst\u00e8me d\u2019alertes en cas de surconsommation (et \u00e9galement de sous-consommation) ;<\/p>\n<p align=\"left\">\u2022 Analyser cette consommation avec les M\u00e9tiers pour ajuster les priorit\u00e9s et pr\u00e9visions d\u2019utilisation future.<\/p>\n<p align=\"left\">Il est \u00e9galement recommand\u00e9 de fournir les syst\u00e8mes techniques de gestion de la demande (portails s<em>elfservice<\/em>, outils de <em>workflow<\/em>), permettant au client de valider les besoins de ses utilisateurs.<\/p>\n<p align=\"left\">Cet accompagnement de la demande constitue un v\u00e9ritable service fourni par la DSI, qui ne serait pas accessible en cas de souscription des services <em>Cloud<\/em> directement par les M\u00e9tiers. Ces derniers n\u2019ont en effet pas d\u2019objectif r\u00e9galien de ma\u00eetrise globale des co\u00fbts IT : il s\u2019agit donc pour la DSI de valoriser l\u2019image de ce service, qui constitue un r\u00e9el \u00e9l\u00e9ment diff\u00e9renciant.<\/p>\n<p align=\"left\">Le Cloud\u00a0?
