Concr\u00e8tement, un passager peut r\u00e9server sur airfrance.com un Strasbourg-Detroit dans une transaction unique &#8211; mais le segment Strasbourg-CDG sera achemin\u00e9 en train.<\/p>\n<p>Ce train n\u2019est pas r\u00e9servable pour un Strasbourg-Paris en vol sec (sans long courrier apr\u00e8s), Air France ne souhaitant pas concurrencer le segment Strasbourg-Orly qui reste disponible en avion. En quoi le service est-il nouveau pour le passager\u00a0? Comment ce service est-il mis en \u0153uvre au sein des deux compagnies\u00a0? Le TGV de 09h46 va-t-il voler ?<\/figcaption><\/figure>\n<h2>Pour le voyageur, une exp\u00e9rience client presque conforme au standard a\u00e9rien.<\/h2>\n<p>Air France (ainsi qu\u2019une douzaine d\u2019autres compagnies a\u00e9riennes) a depuis plusieurs ann\u00e9es un accord de partenariat avec la SNCF pour une offre dite \u00ab\u00a0TGV Air\u00a0\u00bb. Air France ach\u00e8te un lot de si\u00e8ges sur des TGV \u00e0 l\u2019arriv\u00e9e \u00e0 CDG (et au d\u00e9part de villes comme Bruxelles, Lille, Lyon), et les vend d\u00e9j\u00e0 en acheminement de ses vols long-courrier. \u00c0 la diff\u00e9rence du mod\u00e8le a\u00e9rien, le passager demeure actif dans le \u00a0processus d\u2019embarquement avec n\u00e9anmoins \u00a0certaines sp\u00e9cificit\u00e9s : pas d\u2019embarquement de bout en bout, n\u00e9cessit\u00e9 de s\u2019adresser \u00e0 un guichet d\u00e9di\u00e9 pour \u00e9changer une contremarque contre un billet TGV donnant acc\u00e8s au train, pas de prise en charge des bagages \u00e0 l\u2019escale.<\/p>\n<p>\u00c0 Strasbourg, le service \u00ab\u00a0<em>Air&amp;Rail<\/em>\u00a0\u00bb prend une autre dimension, faisant table rase des limites du TGV Air\u00a0: un billet \u00e9lectronique unique, un enregistrement de bout en bout, une prise en charge des bagages au quai TGV\u2026 avec du personnel Air France. C\u2019est en embarquant dans le TGV que le client s\u2019aper\u00e7oit que, finalement, le train n\u2019est qu\u2019un avion un peu diff\u00e9rent des autres\u2026<\/p>\n<h2>Pour Air France et la SNCF, un processus de <em>codeshare<\/em>\u00a0contraignant<\/h2>\n<p>Le <em>codeshar<\/em>e (ou partage de code) est un proc\u00e9d\u00e9 tr\u00e8s r\u00e9pandu dans l\u2019industrie a\u00e9rienne\u00a0: il permet \u00e0 une compagnie A (dite \u00ab\u00a0<em>marketing\u00a0<\/em>\u00bb) de vendre sa gamme tarifaire sur des vols d\u2019une compagnie B (dite \u00ab\u00a0<em>operating<\/em>\u00a0\u00bb). Les si\u00e8ges sont soit achet\u00e9s \u00e0 l\u2019avance et r\u00e9serv\u00e9s par la compagnie A (on parle de <em>codeshare blockspace<\/em>) soit r\u00e9serv\u00e9s\u00a0 au fil de l\u2019eau sans allotement pr\u00e9alablement d\u00e9fini (<em>codeshare freeflow<\/em>). Moyennant un accord bilat\u00e9ral entre les deux compagnies (et une commission d\u2019une dizaine de pourcent pour la compagnie marketing), ce type d\u2019accord permet au marketing d\u2019\u00e9tendre son r\u00e9seau \u00e0 la vente par des routes qu\u2019il n\u2019op\u00e8re pas en propre.<\/p>\n<p>Mais dans le cas d\u2019un <em>codeshare <\/em>pur a\u00e9rien, c\u2019est la compagnie B qui prend en charge \u00e0 l\u2019a\u00e9roport le passager de la compagnie A. Concr\u00e8tement, le passager A va se diriger vers des comptoirs de la compagnie B pour enregistrer ses bagages. De m\u00eame, en cas d\u2019irr\u00e9gularit\u00e9 (retard, perturbation), la compagnie B a un certain nombre d\u2019obligations, dont celle de re-router le passager, voire de l\u2019h\u00e9berger si n\u00e9cessaire.<\/p>\n<p>Ces processus m\u00e9tier sont fond\u00e9s sur des contrats de <em>codeshare <\/em>complexes et surtout sur des interconnexions standardis\u00e9es entre les syst\u00e8mes informatiques des deux compagnies. Elles contribuent notamment \u00e0 inscrire dans le syst\u00e8me d\u2019embarquement de la compagnie B l\u2019e-billet que le passager a achet\u00e9 \u00e0 la compagnie A (fonctionnalit\u00e9 dite d\u2019 \u00ab\u00a0<em>interline<\/em>\u00a0\u00bb).<\/p>\n<p>Le mod\u00e8le retenu \u00e0 Strasbourg n\u2019est pas (encore\u00a0?) \u00e0 ce niveau de maturit\u00e9. La SNCF intervient pour faire rouler le train, outre le fait qu\u2019elle g\u00e8re les 90% des passagers du train qui restent ses clients habituels.<\/p>\n<p>Les passagers Air France, quant \u00e0 eux, sont\u00a0 pris en charge par du personnel Air France, d\u00e9p\u00each\u00e9 en gare avec \u00a0ses proc\u00e9dures m\u00e9tier et\u00a0 ses outils informatiques. Pour mettre en place un v\u00e9ritable service d\u2019<em>interline <\/em>par la SNCF, la compagnie ferroviaire devrait r\u00e9pondre aux standards de l\u2019a\u00e9rien dans le but d\u2019obtenir une identification vis-\u00e0-vis de IATA, la compensation <em>back-office<\/em> et d\u2019autres facilit\u00e9s de gestion de fonctionnalit\u00e9s crois\u00e9es entre partenaires. Air France doit donc se contenter d\u2019un service limit\u00e9 au sein d\u2019un \u00ab\u00a0vol\u00a0\u00bb SNCF et d\u2019un nombre pr\u00e9d\u00e9fini de places r\u00e9serv\u00e9es en <em>blockspace<\/em>, ce qui ne permet pas d\u2019adapter en continu l\u2019offre \u00e0 la demande.<\/p>\n<p>Pour Air France, ce processus reste donc un<em> codeshare<\/em> hybride et non industriel\u00a0:<\/p>\n<ul>\n<li>Qui requiert un d\u00e9ploiement de moyens humains et techniques importants pour compenser sa non-conformit\u00e9 aux standards a\u00e9riens\u00a0;<\/li>\n<li>Qui induit ind\u00e9niablement un risque commercial pour Air France puisqu\u2019il est d\u00e9ploy\u00e9 en mode <em>blockspace<\/em>.<\/li>\n<\/ul>\n<p>Par opposition, c\u2019est la souplesse et la relative facilit\u00e9 de mise en \u0153uvre qui a fait le succ\u00e8s du <em>codeshare<\/em> entre compagnies a\u00e9riennes\u00a0!<\/p>\n<h2>Un mod\u00e8le \u00e9conomique qui doit encore faire ses preuves<\/h2>\n<p>Face aux co\u00fbts g\u00e9n\u00e9r\u00e9s par les contraintes \u00e9voqu\u00e9es ci-dessus, la question de la rentabilit\u00e9 du service se pose de suite.<\/p>\n<p>Air France ach\u00e8te 100\u00a0000 si\u00e8ges\/an sur cette route, avec 4 rotations, soit environ 40 si\u00e8ges par train, c&#8217;est-\u00e0-dire la capacit\u00e9 d\u2019un appareil petit porteur type ATR-72 (modulant un taux de remplissage moyen)\u2026 qu\u2019utilise Air France sur la route vers Orly.<\/p>\n<p>En de\u00e7\u00e0 de ce seuil, la r\u00e9alit\u00e9 \u00e9conomique donnera la limite du mod\u00e8le mais il est d\u2019ores et d\u00e9j\u00e0 possible de dire que ce mod\u00e8le \u00e9conomique n\u2019est viable que sur les O\/D (Origine\/Destination) \u00e0 tr\u00e8s gros trafic. Gageons alors que ce service pourrait voir le jour dans quelques m\u00e9tropoles telles que Lille, Bordeaux.<\/p>\n<p>Deux autres freins expliquent qu\u2019Air France est loin de fermer ses vols domestiques Province &#8211; CDG au profit de l\u2019\u00ab\u00a0Air &amp; Rail\u00a0\u00bb. Le premier concerne le r\u00e9seau ferr\u00e9 national, qui ne pourrait absorber tout le trafic domestique a\u00e9rien, sans de lourds investissements impossibles \u00e0 court terme.<\/p>\n<p>Le deuxi\u00e8me est politique\u00a0: pour les collectivit\u00e9s locales, l\u2019a\u00e9roport est un vecteur d\u2019image primordial, voire un outil politique puissant et sensible. Les \u00e9lus locaux verraient\u00a0 d\u2019un mauvais \u0153il tout projet pouvant affaiblir sa fr\u00e9quentation.<\/p>\n<p>Chose curieuse\u00a0: en 2013, malgr\u00e9 la perte des passagers vers CDG, le trafic de l\u2019a\u00e9roport de Strasbourg a augment\u00e9 de 1,3%\u00a0: au profit de liaisons vers la province ou moyen courrier europ\u00e9ennes\u00a0!<\/p>\n<p>L\u2019exp\u00e9rience de Strasbourg sera sans doute reconduite au cas par cas, dans plusieurs grandes villes.
