Petit tour d&#8217;horizon des bonnes pratiques.<\/p>\n<h2 align=\"left\"><strong>Des centres de service efficaces mais pas toujours sur le long terme<\/strong><\/h2>\n<p align=\"left\">Les DSI sont aujourd&#8217;hui \u00e0 la recherche d&#8217;agilit\u00e9, de performance op\u00e9rationnelle et \u00e9conomique pour accompagner les m\u00e9tiers dans leur transformation, r\u00e9pondre \u00e0 leur exigences de qualit\u00e9 de service tout en optimisant\/ma\u00eetrisant les co\u00fbts.<\/p>\n<p align=\"left\">Une part significative des activit\u00e9s des DSI \u00e9tant confi\u00e9e \u00e0 des fournisseurs externes, le sourcing ou l&#8217;optimisation du mix interne \/ externe est un levier cl\u00e9.<\/p>\n<p align=\"left\">De nombreuses DSI se sont d&#8217;ailleurs lanc\u00e9es dans des transformations de leur mode d&#8217;achat en privil\u00e9giant les dispositifs type centre de services au profit des r\u00e9gies ou des assistances techniques.<\/p>\n<p align=\"left\">Les centres de services apportent en effet des b\u00e9n\u00e9fices pour r\u00e9pondre aux enjeux de transformation des DSI : le renforcement de l&#8217;agilit\u00e9 par une capacit\u00e9 \u00e0 adapter leur plan de charge pour accompagner les projets d&#8217;\u00e9volutions du SI, l&#8217;am\u00e9lioration de la qualit\u00e9 de service par le renforcement des engagements sans oublier l&#8217;optimisation des co\u00fbts par une meilleure mutualisation des ressources et par une plus forte industrialisation des activit\u00e9s (productivit\u00e9).<\/p>\n<p align=\"left\">Pour autant, cette transformation en centre de services n&#8217;est pas simple et ne g\u00e9n\u00e8re pas toujours les gains escompt\u00e9s dans la dur\u00e9e.<\/p>\n<h2 align=\"left\"><strong>Le triptyque de la r\u00e9ussite de vos centres de services<\/strong><\/h2>\n<p align=\"left\"><strong>1 &#8211; Obtenir des contrats align\u00e9s en s&#8217;appuyant sur des \u00e9l\u00e9ments communs de <\/strong><strong>m\u00e9<\/strong><strong>thodologie dans la<\/strong><strong> <\/strong><strong>phase de choix du fournisseur<\/strong><strong>.<\/strong><\/p>\n<p align=\"left\">Dans la phase de choix du fournisseur, l&#8217;enjeu n&#8217;est pas tant de s\u00e9lectionner celui qui r\u00e9pond aux besoins exprim\u00e9s que de mettre en place les \u00e9l\u00e9ments contractuels qui permettront un pilotage efficace de la performance du fournisseur dans la dur\u00e9e.<\/p>\n<p align=\"left\">Ces \u00e9l\u00e9ments constituent les outils de pilotage du fournisseur. \u00c9l\u00e9ment cl\u00e9 parmi eux, le corps du contrat o\u00f9 des clauses d&#8217;audit, de r\u00e9versibilit\u00e9 s&#8217;av\u00e8rent indispensables sans oublier les annexes techniques et financi\u00e8res (description du p\u00e9rim\u00e8tre des prestations, conditions financi\u00e8res, engagements de services, transition\/r\u00e9versibilit\u00e9).<\/p>\n<p align=\"left\">Au-del\u00e0 du p\u00e9rim\u00e8tre consid\u00e9r\u00e9, l&#8217;utilisation d&#8217;outils coh\u00e9rents avec ceux d\u00e9ploy\u00e9s dans le reste de la DSI renforce la capacit\u00e9 de la DSI \u00e0 agir avec efficacit\u00e9 face aux diff\u00e9rentes difficult\u00e9s qu&#8217;elle peut rencontrer \u00e0 chaque \u00e9tape de la vie des contrats.<\/p>\n<p align=\"left\">Pour r\u00e9ussir, il convient donc de disposer d&#8217;un cadre contractuel au niveau de la DSI adapt\u00e9 \u00e0 la nature d&#8217;activit\u00e9 et aux types de dispositifs recherch\u00e9s (assistance technique, centres de services&#8230;). Un cadre contractuel sp\u00e9cifique aux centres de service sera notamment n\u00e9cessaire et devra int\u00e9grer des indicateurs de performance propres.<\/p>\n<p align=\"left\"><strong>2 &#8211; Anticiper et doser le changement interne pour maximiser la performance des centres de service<\/strong><\/p>\n<p align=\"left\">L&#8217;\u00e9volution vers les centres de services permet d&#8217;am\u00e9liorer le niveau d&#8217;industrialisation des activit\u00e9s confi\u00e9es aux fournisseurs. Comme elle entra\u00eene des modifications profondes des modes de fonctionnement de la DSI, la conduite du changement en interne est un \u00e9l\u00e9ment cl\u00e9 de la r\u00e9ussite de cette transformation. Tr\u00e8s souvent en effet, les collaborateurs, satisfaits du fonctionnement en r\u00e9gie, ne comprennent pas l&#8217;int\u00e9r\u00eat d&#8217;\u00e9voluer vers des centres de services. Sans compter que la mise en place de centres de service am\u00e8ne de nouvelles activit\u00e9s per\u00e7ues comme administratives : formalisation de demandes avec des unit\u00e9s d&#8217;\u0153uvre, recette de travaux, suivi des demandes ou de la facturation.<\/p>\n<p align=\"left\">Face \u00e0 ces r\u00e9ticences, il est n\u00e9cessaire de s&#8217;appuyer sur la ligne manag\u00e9riale pour donner du sens au projet, de communiquer sur les b\u00e9n\u00e9fices comme sur les difficult\u00e9s. Il faut \u00e9galement pr\u00e9parer les internes \u00e0 la modification des processus op\u00e9rationnels. L&#8217;\u00e9volution vers des activit\u00e9s plus industrielles cot\u00e9 fournisseur impose aux collaborateurs un niveau d&#8217;exigence et de r\u00e9activit\u00e9 plus important. Ces \u00e9volutions influent sur les r\u00f4les, les comp\u00e9tences voire les m\u00e9tiers.<\/p>\n<p align=\"left\">De m\u00eame, les processus de pilotage fournisseurs deviennent plus structur\u00e9s.\u00a0 Aussi, il est important d&#8217;automatiser et de simplifier au maximum ces activit\u00e9s, notamment par la mise en place d&#8217;outils communs \u00e0 la gestion de la relation fournisseur (outil de gestion des devis, des demandes d&#8217;unit\u00e9s d&#8217;\u0153uvre&#8230;).<\/p>\n<p align=\"left\">Enfin, les phases douloureuses telles que la transition ou l&#8217;appel d&#8217;offre doivent \u00eatre trait\u00e9es en mode projet. Elles sont souvent sous-estim\u00e9es et se traduisent par la suractivit\u00e9 des collaborateurs voire par une perte de points de rep\u00e8re. La mise en place d&#8217;un dispositif projet permet de cadrer ces phases et d&#8217;\u00e9viter les efforts inutiles.<\/p>\n<p align=\"left\"><strong>3 &#8211; Cr\u00e9er une cellule de <em>Vendor Management<\/em> pour s\u00e9curiser dans la dur\u00e9e la valeur apport\u00e9e par les<\/strong><strong> <\/strong><strong>centres de services<\/strong><\/p>\n<p align=\"left\">La cr\u00e9ation d&#8217;une cellule de <em>Vendor Management<\/em> permet de piloter la performance des centres de services. Cette cellule mesure la performance fournisseur, au travers d&#8217;un tableau de bord d\u00e9di\u00e9. L&#8217;enjeu est de disposer d&#8217;une mesure \u00ab factuelle \u00bb et \u00ab partag\u00e9e \u00bb par l&#8217;ensemble des acteurs de la gouvernance fournisseur.<\/p>\n<p align=\"left\">Cette mesure permet \u00e9galement de piloter la performance de l&#8217;ensemble des centres de services d&#8217;un fournisseur ou d&#8217;un domaine d&#8217;activit\u00e9. Il est alors possible de comparer des niveaux de performance par domaine d&#8217;activit\u00e9 ou d&#8217;apporter une plus grande prise de recul sur les points forts\/faibles. Elle s&#8217;assure \u00e9galement de la pertinence et de l&#8217;exhaustivit\u00e9 des mesures de performance des centres de service en place. Il s&#8217;agit d&#8217;\u00e9viter l&#8217;effet \u00ab past\u00e8que \u00bb (des indicateurs fournisseurs au \u00ab vert \u00bb face \u00e0 une perception des utilisateurs \/ clients au \u00ab rouge \u00bb). Elle veille enfin \u00e0 la pertinence des indicateurs et \u00e0 la capacit\u00e9 \u00e0 challenger les fournisseurs.<\/p>\n<p align=\"left\">Enfin, la cellule <em>Vendor Management<\/em> aide les pilotes internes des centres de services \u00e0 utiliser au mieux ces mesures de performance pour d\u00e9clencher aupr\u00e8s des fournisseurs des actions d&#8217;am\u00e9lioration. Cette aide prend la forme de formation, de coaching aupr\u00e8s des pilotes contractuels et op\u00e9rationnels, ces derniers \u00e9tant de v\u00e9ritables relais locaux du sourcing dans chaque direction. La cellule met \u00e9galement en place des principes et des bonnes pratiques de pilotage (condition d&#8217;application des p\u00e9nalit\u00e9s&#8230;) et elle accompagne leur mise en \u0153uvre de fa\u00e7on op\u00e9rationnelle, la cl\u00e9 \u00e9tant d&#8217;apporter des r\u00e9ponses concr\u00e8tes aux difficult\u00e9s rencontr\u00e9es par les collaborateurs.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>La mise en place de centres de services ne peut pas se faire sans un minimum de m\u00e9thode.
