Comment pallier \u00e0 cette incompr\u00e9hension et faire travailler main dans la main DSI et Directions m\u00e9tiers\u00a0? C\u2019est l\u2019objet d\u2019un Atelier que Solucom a organis\u00e9 fin 2013. Parmi les cinq facteurs cl\u00e9s de succ\u00e8s, les clients participants ont syst\u00e9matiquement cit\u00e9 \u00a0le partage d\u2019objectifs communs M\u00e9tiers &amp; IT et la compr\u00e9hension mutuelle des contraintes. Cela implique la prise en compte d\u2019indicateurs pertinents pour l\u2019entreprise enrichissant les indicateurs projets standards, ce que peu d\u2019entreprises arrivent \u00e0 faire \u00e0 ce jour.<\/p>\n<h2>Enrichir le p\u00e9rim\u00e8tre des indicateurs<\/h2>\n<p>Les indicateurs projet classiques sont trop restrictifs\u00a0: ils n\u2019int\u00e8grent pas ou peu les co\u00fbts de <i>run<\/i> induits et ne font pas assez le lien avec la valeur pour l\u2019entreprise (en chiffre d\u2019affaires ou marge, en valeur ajout\u00e9e apport\u00e9e aux clients). Par cons\u00e9quent, les M\u00e9tiers ont souvent l\u2019impression de d\u00e9fendre seuls les objectifs de performance op\u00e9rationnelle et de respect du <i>time-to-market<\/i>. Le chef de projet IT n\u2019a quant \u00e0 lui aucun levier permettant d\u2019avantager une solution moins co\u00fbteuse en maintenance.<\/p>\n<p>Pour cela, deux \u00e9volutions semblent indispensables. La premi\u00e8re consiste \u00e0 <b>faire \u00e9voluer le processus de gestion de la demande<\/b> afin d\u2019expliciter les KPI de la valeur m\u00e9tier tout comme les engagements IT lors des premi\u00e8res phases d\u2019\u00e9tude projet. Plusieurs it\u00e9rations sont n\u00e9cessaires pour d\u00e9finir les KPI sp\u00e9cifiques au projet. L\u2019objectif est double\u00a0: fiabiliser et objectiver toute d\u00e9cision d\u2019investissement, et permettre de s\u00e9curiser les engagements de co\u00fbt et de d\u00e9lai.<\/p>\n<p>En second lieu, corr\u00e9ler tout arbitrage lors de la vie du projet \u00e0 ces indicateurs permettra de s\u00e9curiser la recherche de valeur pour l\u2019entreprise, bien que cette \u00e9valuation soit souvent complexe. Et il sera essentiel de mesurer en fin de projet l\u2019atteinte de la valeur exprim\u00e9e initialement, et d\u2019en tirer les enseignements \u00e9ventuels.<\/p>\n<h2>Objectiver les managers M\u00e9tiers et IT sur des indicateurs communs<\/h2>\n<p>D\u00e9finir chaque ann\u00e9e entre 2 et 4 objectifs par domaine fonctionnel parait n\u00e9cessaire. Ils doivent \u00eatre port\u00e9s a minima par les managers m\u00e9tiers et IT li\u00e9s \u00e0 ce domaine \u2013 et \u00e9ventuellement \u00e9tendus aux \u00e9quipes. Un ou deux sont li\u00e9s \u00e0 des performances m\u00e9tiers (pour lesquelles l\u2019IT a \u00e9t\u00e9 identifi\u00e9 comme un r\u00e9el levier) et un ou deux autres sont li\u00e9s \u00e0 des performances purement IT (pour lesquelles le m\u00e9tier supporte une partie du co\u00fbt).<\/p>\n<p>De tels m\u00e9canismes existent de plus en plus en corr\u00e9lation avec des performances m\u00e9tiers (ex\u00a0: temps de traitement d\u2019un d\u00e9m\u00e9nagement d\u2019un client t\u00e9l\u00e9com en 48h, r\u00e9duction des taux de rejet des commandes en e-commerce\u2026). Mais il reste difficile d\u2019y ajouter des indicateurs li\u00e9s \u00e0 la performance du SI (taux de satisfaction utilisateurs, objectif de r\u00e9duction de co\u00fbt de fonctionnement sur une application ou une plate-forme applicative\u2026). Les M\u00e9tiers pensent \u00e0 tort n\u2019avoir aucun levier sur ceux-ci. Or ce levier existe via la priorisation des demandes en maintenance, l\u2019\u00e9quilibrage entre nouvelles fonctionnalit\u00e9s et am\u00e9liorations de la performance d\u2019un poste de travail, ou encore sur le d\u00e9commissionnement d\u2019une application tr\u00e8s peu utilis\u00e9e.<\/p>\n<p>Inutile de le dire, la mise en place de tels objectifs communs n\u00e9cessitera une forte implication de la direction et une communication renforc\u00e9e d\u00e8s la 1<sup>\u00e8re<\/sup> ann\u00e9e. Il ne faudra pas non plus minimiser l\u2019importance de bien accompagner les managers cl\u00e9s impact\u00e9s par ce changement.
