L<i>es \u00e9missions li\u00e9es aux transports repr\u00e9sentent en effet en 2013 le tiers des \u00e9missions nationales.\u00a0<\/i><\/em><em>Retour sur cette mesure effective depuis le 1er octobre 2013 (<a href=\"http:\/\/legifrance.gouv.fr\/affichCodeArticle.do?idArticle=LEGIARTI000023630118&amp;cidTexte=LEGITEXT000023086525\">art. L1431-3 du Code des Transports<\/a>).<\/em><\/p>\n<h2>Une mesure pour qui et pour quoi faire ?<\/h2>\n<p><span style=\"line-height: 1.5em;\">Cette r\u00e9glementation concerne les acteurs des march\u00e9s ferroviaires, a\u00e9riens, routiers (bus, camions, voitures, taxi, transports scolaires, d\u00e9m\u00e9nageurs\u2026), maritime et fluvial. Toutes les entreprises y sont soumises, quelle que soit leur taille, pour tous les trajets partant et\/ou arrivant en France (incluant DOM et COM), ce qui exclut les escales techniques et ravitaillements r\u00e9alis\u00e9s en France. Les locations de v\u00e9hicules ne sont pas concern\u00e9es.<\/span><\/p>\n<p><span style=\"line-height: 1.5em;\">Mais\u00a0<\/span>pourquoi<span style=\"line-height: 1.5em;\">\u00a0cette mesure ? Au-del\u00e0 des normes europ\u00e9ennes, cette derni\u00e8re vise \u00e0\u00a0:<\/span><\/p>\n<ul>\n<li>Mesurer, de mani\u00e8re homog\u00e8ne, les \u00e9missions actuelles et \u00e0 venir<\/li>\n<li>Inciter les fournisseurs de transport \u00e0 initier des plans d\u2019actions pour r\u00e9duire leurs \u00e9missions<\/li>\n<li>Sensibiliser les clients pour qu\u2019ils int\u00e8grent, progressivement, le niveau d\u2019\u00e9mission de CO<sub>2\u00a0<\/sub>dans leurs crit\u00e8res de s\u00e9lection d\u2019une offre de transport (tout comme cela a \u00e9t\u00e9 fait avec les \u00e9tiquettes \u00e9nergie des appareils \u00e9lectro-m\u00e9nagers)<\/li>\n<\/ul>\n<p>Les clients (entreprises, administrations, collectivit\u00e9s locales\u2026) vont donc \u00e9galement pouvoir utiliser ces donn\u00e9es lors de la r\u00e9daction de leur bilan carbone.<\/p>\n<h2>Un calcul multi-factoriel<\/h2>\n<p>Les \u00e9missions de CO<sub>2<\/sub>\u00a0doivent \u00eatre calcul\u00e9es sur la base du taux de consommation de la source d\u2019\u00e9nergie du v\u00e9hicule (en litre\/km par exemple), de la distance parcourue et du facteur \u00e9mission CO<sub>2<\/sub>\u00a0de la source d\u2019\u00e9nergie (en kg de CO<sub>2\/<\/sub>\u00a0litre par exemple). Le facteur d\u2019\u00e9mission comprend non seulement les \u00e9missions li\u00e9es au fonctionnement du moyen de transport (incluant\u00a0les trajets \u00e0 vide mais excluant les op\u00e9rations de maintenance) mais \u00e9galement les \u00e9missions li\u00e9es \u00e0 la phase amont (extraction, transformation et distribution de la source d\u2019\u00e9nergie).<\/p>\n<p>Pour accompagner les entreprises, le Minist\u00e8re de l\u2019\u00e9cologie, du d\u00e9veloppement durable et de l\u2019\u00e9nergie a mis \u00e0 disposition, \u00e0 partir d\u2019octobre 2012,\u00a0<a title=\"Guide ADEME - information CO2 des prestations de transport\" href=\"http:\/\/www.developpement-durable.gouv.fr\/IMG\/pdf\/Guide_Information_CO2.pdf\" target=\"_blank\">un guide m\u00e9thodologique<\/a>\u00a0d\u00e9taillant les principes de la r\u00e9glementation et les modalit\u00e9s de calculs des \u00e9missions de CO<sub>2.<\/sub><\/p>\n<h2>O\u00f9 trouver ces informations ?<\/h2>\n<p>Cet indicateur devra \u00eatre communiqu\u00e9 au client, quel que soit le canal (web, boutiques, t\u00e9l\u00e9phone\u2026) et \u00a0le support (titres de transports, factures, e-mails, SMS, \u2026). En revanche, le simple renvoi vers un moteur de calcul n\u2019est pas suffisant car le client doit pouvoir acc\u00e9der rapidement \u00e0 une donn\u00e9e personnalis\u00e9e.<\/p>\n<p>La communication doit avoir lieu avant l\u2019achat du titre de transport pour le transport de passagers et au plus tard deux mois apr\u00e8s la prestation pour un transport de marchandises. Si l\u2019origine et\/ou la destination du client ne peuvent pas \u00eatre clairement identifi\u00e9es (courses de taxi, achats de billets \u00e0 bord des bus..), le transporteur doit afficher les \u00e9missions pour chaque segment propos\u00e9, ou par kilom\u00e8tre.<\/p>\n<p>Pour \u00e9viter toute contestation, les fournisseurs pourront avoir recours \u00e0 des organismes externes de certification des donn\u00e9es. Ils sont \u00e9galement encourag\u00e9s \u00e0 publier un guide d\u2019information, \u00e0 destination de leurs clients, expliquant les sources des donn\u00e9es et fournissant d\u2019\u00e9ventuels compl\u00e9ments.<\/p>\n<p>Pour l\u2019instant, aucun plan de contr\u00f4le (et de sanction) n\u2019a \u00e9t\u00e9 communiqu\u00e9 par le Minist\u00e8re.<\/p>\n<h2>Une mise en \u0153uvre complexe<\/h2>\n<p>La mise en \u0153uvre de cette mesure est lourde pour la plupart des acteurs du secteur\u00a0: pour les petites entreprises car elles manquent de moyens (temps, expertise, budget) pour effectuer les calculs et mettre en place l\u2019information personnalis\u00e9e correspondante, et pour les plus grandes entreprises car la diversit\u00e9 et l\u2019internationalisation de leur offre rend les calculs et la communication tr\u00e8s complexes.<\/p>\n<p>La plupart des grands acteurs nationaux du transport (<a href=\"http:\/\/www.sncf.com\/\">SNCF<\/a>, <a href=\"http:\/\/www.airfrance.fr\/cgi-bin\/AF\/FR\/fr\/common\/home\/vols\/billet-avion.do?WT.mc_id=3638660|6544949|80401048|256598132|1091628&amp;WT.srch=1&amp;55c1=air%20france&amp;55c2=g&amp;55c3=e&amp;55c4=48442524124&amp;55c5=www.google.fr&amp;gclid=CNXY_dncpr8CFcbKtAod0TEAFQ\">Air France<\/a>\u2026) proposent depuis plusieurs ann\u00e9es des \u00ab\u00e9co-comparateurs\u00bb de trajets, g\u00e9n\u00e9ralement multimodaux, o\u00f9 les \u00e9missions de CO<sub>2<\/sub>\u00a0sont int\u00e9gr\u00e9s aux crit\u00e8res de comparaison, tout comme le temps de trajet, la distance et parfois le co\u00fbt. Cependant, ces outils de comparaison ont d\u00fb \u00eatre adapt\u00e9s aux nouvelles r\u00e8gles de calcul et ont \u00e9t\u00e9 compl\u00e9t\u00e9s par une information syst\u00e9matique concernant les \u00e9missions des voyages s\u00e9lectionn\u00e9s avant validation de chaque commande. Des indications additionnelles sur les grilles tarifaires, et des communications sur internet, en points de vente et \u00e0 bord des v\u00e9hicules sont, ou seront, \u00e9galement mis en \u0153uvre. La<a href=\"http:\/\/www.ratp.fr\/\"> RATP<\/a> a, quant \u00e0 elle, int\u00e9gr\u00e9 cette information pour chaque recherche d\u2019itin\u00e9raire (en la comparant avec les \u00e9missions d\u2019une voiture pour un trajet \u00e9quivalent), afin d\u2019inciter les usagers \u00e0 int\u00e9grer ce crit\u00e8re discriminant, et bien souvent \u00e0 son avantage, entre les modes de transport urbains.<\/p>\n<p>Enfin, il convient de noter que ces acteurs majeurs du transport incitent d\u00e9j\u00e0 leurs clients \u00e0 compenser leurs \u00e9missions de CO<sub>2<\/sub>\u00a0via des dons financiers volontaires \u00e0 des organismes partenaires. Certaines entreprises compensent volontairement tout ou partie de leurs \u00e9missions, comme <a href=\"http:\/\/www.laposte.fr\/?xts=305173&amp;xtor=SEC-34-GOO-[LP_HP]-[Marque]-S-[{keyword}]\">La Poste<\/a>.<\/p>\n<p><i>Contrairement aux apparences, cet indicateur d\u2019\u00e9missions de CO<sub>2<\/sub>\u00a0est strat\u00e9gique et de plus en plus utilis\u00e9 comme un argument diff\u00e9renciant, favorisant le train vis-\u00e0-vis de l\u2019avion, le bus vis-\u00e0-vis de la voiture individuelle\u2026 Une harmonisation des modes de calcul permettra d\u00e9sormais au client de disposer d\u2019une information claire, coh\u00e9rente et comparable.<\/i><\/p>\n<p><i>Cependant, dans le contexte actuel, ce crit\u00e8re ne restera que secondaire face au co\u00fbt et \u00e0 la dur\u00e9e des trajets. Pour modifier les choix des consommateurs, certaines associations \u00e9cologistes r\u00e9clament des mesures additionnelles comme la fin de l\u2019exon\u00e9ration de la taxe sur le k\u00e9ros\u00e8ne (ex-TIPP) pour le secteur a\u00e9rien, qui reste \u2013 malgr\u00e9 d\u2019importantes\u00a0<\/i><i>optimisations des mat\u00e9riaux \u2013 fortement responsable des \u00e9missions
