Au sein des entreprises, l\u2019impatience des Directions m\u00e9tiers grandit, face \u00e0 une DSI souvent per\u00e7ue \u00e0 tort ou \u00e0 raison comme rigide, lente, opaque et co\u00fbteuse\u2026 Qu\u2019est-ce qui est \u00e0 l\u2019origine de ces diff\u00e9rences de perceptions\u00a0? Comment minimiser les divergences souvent biais\u00e9es et aligner les attentes de chacun\u00a0?<\/span><\/em><\/p>\n<h2>De l\u2019impatience\u2026 \u00e0 l\u2019incompr\u00e9hension<\/h2>\n<p>Au-del\u00e0 de l\u2019impatience, on remarque m\u00eame une certaine incompr\u00e9hension entre ces parties prenantes internes, dont la relation se base encore \u00e0 tort sur un mod\u00e8le \u00ab client \u2013 fournisseur \u00bb. Or la forme et la qualit\u00e9 de la relation entre les M\u00e9tiers et la DSI sont cruciales pour pleinement tirer parti des apports de l\u2019IT \u00e0 chaque \u00e9tape de la vie du SI : planification des grands investissements, priorisation et l\u2019arbitrage des demandes, \u00e9tude et exp\u00e9rimentation des solutions, r\u00e9alisation des projets\u2026 et bien s\u00fbr maintien de la qualit\u00e9 de service.<\/p>\n<p>Ainsi, il convient d\u2019identifier et de mettre en \u0153uvre les actions qui vont permettre \u00e0 la DSI de devenir un v\u00e9ritable partenaire \u00e0 part enti\u00e8re des M\u00e9tiers, jouant pleinement son r\u00f4le dans la strat\u00e9gie de l\u2019entreprise : cr\u00e9ation de nouveaux r\u00f4les d\u2019interface, nouvelles m\u00e9thodes projet, rapprochement des MOA et MOE, incubateurs d\u2019innovation, cellules de d\u00e9veloppement rapide\u2026 Certains ont bien s\u00fbr d\u00e9j\u00e0 engag\u00e9 cette transformation. Les leviers permettant de fluidifier les rapports DSI \u2013 M\u00e9tiers sont bas\u00e9s pour la plupart sur des nouveaux modes de travail au quotidien, sur le d\u00e9veloppement de nouvelles comp\u00e9tences et sur des changements de postures dans la relation entre les acteurs. Il s\u2019agit donc d\u2019une v\u00e9ritable transformation manag\u00e9riale et humaine, \u00e0 piloter de mani\u00e8re coordonn\u00e9e et d\u00e9termin\u00e9e pour parvenir au r\u00e9sultat attendu.<\/p>\n<h2>Un pass\u00e9 lourd d\u2019incompr\u00e9hensions\u2026 des deux c\u00f4t\u00e9s\u00a0!<\/h2>\n<p>Comment les Directions marketing, finance ou op\u00e9rations per\u00e7oivent-elles aujourd\u2019hui le syst\u00e8me d\u2019information ? Qu\u2019est-ce que ce dernier leur apporte ? Comment vivent-elles leur relation avec la DSI au quotidien? Les verbatims r\u00e9v\u00e9lant une tension entre ces deux univers sont nombreux :<\/p>\n<p style=\"padding-left: 30px;\"><em>\u00ab Trop cher et impossible de comprendre pourquoi \u00bb,<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u00ab Si toute nouvelle demande est prise en compte au mieux dans un an, comment puis-je atteindre mes objectifs ? \u00bb,<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>\u00ab Encore un copil projet \u00e0 20 personnes o\u00f9 on ne comprend rien mais o\u00f9 on nous demande quand m\u00eame de valider \u00bb\u2026<\/em><\/p>\n<p>C\u00f4t\u00e9 DSI, la tension se fait aussi ressentir. De nombreux chefs de projets s\u2019\u00e9puisent \u00e0 livrer dans les temps et \u00e0 respecter les co\u00fbts pr\u00e9vus tout en g\u00e9rant les al\u00e9as : demandes d\u2019\u00e9volution tardives, projets plus prioritaires, absence impr\u00e9vue d\u2019un expert, Directions m\u00e9tiers indisponibles pour faire la recette\u2026 On l\u2019aura compris, les \u00e9quipes projets m\u00e9tiers et IT travaillent souvent dans un climat d\u2019incompr\u00e9hension voire de d\u00e9fiance. Tous sont m\u00eame convaincus que nul ne prend pas suffisamment en compte les contraintes de l\u2019autre.<\/p>\n<h2>Une collaboration incontournable et toujours plus exigeante<\/h2>\n<p>Compte-tenu de ces difficult\u00e9s, quoi de plus tentant pour un Directeur M\u00e9tier que de choisir une offre du march\u00e9 en sollicitant un int\u00e9grateur externe et se lib\u00e9rer ainsi des contraintes de fonctionnement de la DSI ? Beaucoup l\u2019ont tent\u00e9 mais se sont vite heurt\u00e9s aux limites li\u00e9es \u00e0 l\u2019int\u00e9gration avec le reste du SI : coh\u00e9rence des donn\u00e9es, interface avec les autres applications de l\u2019entreprise\u2026<\/p>\n<p>Temps r\u00e9el, mobilit\u00e9, utilisation instantan\u00e9e de donn\u00e9es toujours plus nombreuses, smart, transversalit\u00e9 des processus, animation de communaut\u00e9s et r\u00e9seaux sociaux\u2026 les nouveaux services num\u00e9riques et l\u2019usage triple A (Anytime, Anyway, Anywhere) des clients renforcent le besoin de coh\u00e9rence et de partage des donn\u00e9es sur l\u2019ensemble des activit\u00e9s de l\u2019entreprise, qu\u2019elles soient directement en contact avec les clients ou non.<\/p>\n<p>La DSI doit prendre conscience que le niveau d\u2019exigence (r\u00e9activit\u00e9, agilit\u00e9, disponibilit\u00e9) des M\u00e9tiers ne peut que cro\u00eetre avec ces nouveaux usages. Elle porte plus que jamais la responsabilit\u00e9 d\u2019aligner le SI avec la strat\u00e9gie d\u2019entreprise et de le moderniser, de le rendre \u00e9volutif et ouvert. Elle doit en m\u00eame temps s\u2019inscrire dans le contexte actuel toujours plus contraignant de rationalisation des d\u00e9penses.<\/p>\n<p>Formalisation de sch\u00e9ma directeur, refonte de portefeuille projet, cr\u00e9ation de charg\u00e9s de relation m\u00e9tier, refonte des processus projet, r\u00e9organisation des MOA\u2026 Beaucoup d\u2019\u00e9volutions ont \u00e9t\u00e9 mises en \u0153uvre ces derni\u00e8res ann\u00e9es pour accompagner l\u2019av\u00e8nement de l\u2019entreprise num\u00e9rique. Et si les acteurs de la DSI voient le long chemin parcouru (formalisation de processus pour r\u00e9aliser, contr\u00f4ler et am\u00e9liorer ses activit\u00e9s, mise \u00e0 disposition de catalogues de services\u2026), les toujours plus exigeantes Directions m\u00e9tiers restent de leur c\u00f4t\u00e9 sur leur faim.<\/p>\n<p>\u00c9loignement des interlocuteurs M\u00e9tiers et DSI, dilution des responsabilit\u00e9s tout au long de la cha\u00eene de valeur IT, recours syst\u00e9matique \u00e0 l\u2019arbitrage manag\u00e9rial sont autant de freins persistants \u00e0 la proximit\u00e9 M\u00e9tiers-DSI.<\/p>\n<h2>Allier capital humain et fonctionnement agile pour faire \u00e9merger le business partner<\/h2>\n<p>Dans le contexte digital, concurrentiel et \u00e9conomique actuel, la DSI doit se positionner en business partner des M\u00e9tiers et devenir LE conseiller en innovation technologique au service de la performance op\u00e9rationnelle et \u00e9conomique de l\u2019entreprise.<\/p>\n<p>La seule issue possible r\u00e9side dans la prise de conscience partag\u00e9e entre M\u00e9tiers et DSI : ma\u00eetriser les co\u00fbts et produire de la qualit\u00e9 implique un dialogue et un alignement au quotidien dans les projets et dans la r\u00e9gulation de la demande. La DSI doit \u00eatre \u00e0 l\u2019origine de cette transformation.<\/p>\n<p>Les leviers de cette transformation sont de diff\u00e9rentes natures. Tout d\u2019abord, M\u00e9tiers et DSI doivent partager une vision strat\u00e9gique bas\u00e9e sur des objectifs et une planification communs. Sur le volet du capital humain, cl\u00e9 de vo\u00fbte de la transformation, la mise en place de r\u00f4les cl\u00e9s permet de cr\u00e9er les passerelles de communication entre M\u00e9tiers, DSI et utilisateurs. Leur efficacit\u00e9 est \u00e9troitement li\u00e9e au volet Processus, qui doit permettre d\u2019apporter souplesse et agilit\u00e9 dans la cha\u00eene de valeur IT.
