Qu\u2019y-a-t-il derri\u00e8re \u00a0ces standards\u00a0? Quels dispositifs sont \u00a0mis en \u0153uvre par les acteurs du transport\u00a0?<\/i><\/p>\n<h2>Les standards d\u2019interop\u00e9rabilit\u00e9\u00a0: des outils strat\u00e9giques au service des acteurs du transport<\/h2>\n<p>Les efforts de standardisation au niveau europ\u00e9en sont nombreux. Ces standards permettent de faciliter les \u00e9changes entre partenaires \u00e9conomiques (AOT, op\u00e9rateurs de transports et acteurs tiers) et <i>in fine<\/i> de proposer aux voyageurs une information agr\u00e9g\u00e9e, tout au long de la cha\u00eene du voyage et en temps r\u00e9el.<\/p>\n<ul>\n<li>Il existe <a title=\"Normes Donn\u00e9es TC - Le portail des normes pour les donn\u00e9es d'offre du transport collectif\" href=\"http:\/\/www.normes-donnees-tc.org\/\" target=\"_blank\">deux types de normes<\/a>\u00a0dans le domaine de l\u2019information voyageur\u00a0:\n<ul>\n<li>Les normes de mise en place du syst\u00e8me d\u2019information\u00a0;<\/li>\n<li>Les normes d\u2019\u00e9changes entre syst\u00e8mes.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Les premi\u00e8res structurent les objets m\u00e9tier du domaine de l\u2019information voyageur en mod\u00e8les conceptuels de donn\u00e9es (MCD). Ainsi, la norme europ\u00e9enne <a title=\"Wikipedia - Transmodel\" href=\"http:\/\/en.wikipedia.org\/wiki\/Transmodel\" target=\"_blank\">EN12896 Transmodel<\/a>, dont les premiers travaux ont commenc\u00e9 en 1995, d\u00e9finit le mod\u00e8le de donn\u00e9es de r\u00e9f\u00e9rence de l\u2019offre de transport public. Il permet ainsi de mod\u00e9liser aussi bien la\u00a0 topologie du r\u00e9seau et les horaires planifi\u00e9s que la \u00a0billettique et l\u2019information tarifaire. La norme europ\u00e9enne <a title=\"Normes Donn\u00e9es TC - IFOPT\" href=\"http:\/\/www.normes-donnees-tc.org\/page-d-exemple\/modeles-de-donnees\/ifopt\/\" target=\"_blank\">IFOPT <\/a>\u00a0enrichit quant \u00e0 elle Transmodel en pr\u00e9cisant le mod\u00e8le de donn\u00e9es des points d\u2019arr\u00eats du r\u00e9seau de transport.<\/p>\n<p>Les secondes formalisent les \u00e9changes de donn\u00e9es entre syst\u00e8mes : elles d\u00e9finissent les formats d\u2019\u00e9change et reposent souvent sur les mod\u00e8les de donn\u00e9es issus des normes de mise en place du SI. C\u2019est le cas de <a title=\"SIRI.org\" href=\"http:\/\/www.siri.org.uk\/\" target=\"_blank\">la norme europ\u00e9enne SIRI<\/a>, bas\u00e9e sur le mod\u00e8le Transmodel, qui d\u00e9finit l\u2019\u00e9change de donn\u00e9es d\u2019IV temps r\u00e9el. Les \u00e9changes de donn\u00e9es th\u00e9oriques entre transporteurs se basent sur la norme fran\u00e7aise NEPTUNE ou sur <a title=\"Network Exchange (NeTEx)  CEN TC 278 WG9\" href=\"http:\/\/user47094.vs.easily.co.uk\/netex\/\" target=\"_blank\">le standard europ\u00e9en NeTEx<\/a>. Le d\u00e9veloppement de ces normes continue de se faire dans un souci de coh\u00e9rence d\u2019ensemble qui permet aujourd\u2019hui de concevoir des syst\u00e8mes d\u2019Information voyageur complets.<\/p>\n<p>Jusqu\u2019\u00e0 r\u00e9cemment, en l\u2019absence de standard satisfaisant, le pragmatisme pr\u00e9valait chez les transporteurs. C\u2019est ainsi que des tentatives de rapprochement des informations th\u00e9oriques et temps r\u00e9el bas\u00e9es sur des interfaces sp\u00e9cifiques ont pu \u00eatre men\u00e9es localement et, bien souvent, \u00e0 l\u2019initiative des transporteurs afin de proposer une information continue aux usagers. Mais nos r\u00e9cents retours d\u2019exp\u00e9rience montrent les limites de ces solutions en termes de p\u00e9rennit\u00e9 et l\u2019int\u00e9r\u00eat grandissant que les transporteurs et les autorit\u00e9s organisatrices portent aux standards au point de les mentionner directement dans les appels d\u2019offres. D\u00e9sormais, la mise en place de ces standards par les transporteurs devient\u00a0 de plus en plus syst\u00e9matique. Ils sont notamment inscrits dans les cibles des cahiers des charges des nouveaux syst\u00e8mes, au fur et \u00e0 mesure que les anciens sont d\u00e9-commissionn\u00e9s. Les SI actuels font souvent l\u2019objet de refontes, qui constituent autant d\u2019opportunit\u00e9s de normaliser les \u00e9changes, m\u00eame au sein d\u2019un m\u00eame transporteur.<\/p>\n<p>L\u2019appropriation et l\u2019application des normes demandent cependant aux parties int\u00e9ress\u00e9es des efforts cons\u00e9quents en conception ou adaptation de leur SI. \u00c0 cela s\u2019ajoute l\u2019effort n\u00e9cessaire pour l\u2019appropriation des normes qui n\u2019a pas emp\u00each\u00e9 les divergences d\u2019interpr\u00e9tation entre les acteurs. Dans ce cadre, l\u2019\u00c9tat, \u00e0 travers l\u2019AFIMB, joue un r\u00f4le de facilitateur en mettant \u00e0 disposition des acteurs plusieurs outils leur permettant de se familiariser avec ces normes (Chouette pour la norme Neptune et NeTEx, Irys pour la norme SIRI). D\u2019ici quelques ann\u00e9es et avec la maturit\u00e9 des normes, les territoires devraient \u00eatre \u00e9quip\u00e9s de SIM temps r\u00e9el permettant de diffuser une IV agr\u00e9g\u00e9e et multimodale. Et ces travaux ont lieu en ce moment m\u00eame chez les transporteurs, avec des objectifs souvent dans les 3 ans.
