Ces derniers sont intrins\u00e8quement un vecteur d\u2019am\u00e9lioration continue de la performance en clarifiant les r\u00f4les et responsabilit\u00e9s des acteurs mais \u00e9galement en poussant \u00e0 la mise en place d\u2019indicateurs de mesure.<\/i><\/p>\n<h2><b>Des processus d\u00e9finis mais rarement bien d\u00e9ploy\u00e9s<\/b><\/h2>\n<p>La phase de d\u00e9finition des processus n\u00e9cessite une \u00e9nergie importante. S\u2019ils sont g\u00e9n\u00e9ralement bien d\u00e9finis avec par exemple des kits de communication, ces derniers ne sont en revanche que partiellement d\u00e9ploy\u00e9s. Or, la phase de d\u00e9ploiement mobilise une \u00e9nergie au moins aussi importante que la phase de d\u00e9finition.<\/p>\n<p>Les DSI sont aujourd\u2019hui bien dot\u00e9es d\u2019\u00e9quipes de processus transverses. Mais celles-ci n\u2019arrivent toujours pas \u00e0 gagner en l\u00e9gitimit\u00e9 et \u00e0 mobiliser les \u00e9quipes op\u00e9rationnelles, g\u00e9n\u00e9rant ainsi des pratiques h\u00e9t\u00e9rog\u00e8nes.<\/p>\n<h2><b>\u00c9largir au maximum le r\u00e9seau d\u2019acteurs au sein de la DSI\u00a0<\/b><\/h2>\n<p>Les \u00e9quipes de processus transverses ont l\u2019habitude de d\u00e9finir les premi\u00e8res briques du processus mais sans impliquer les op\u00e9rationnels. Ces mauvaises habitudes engendrent une r\u00e9elle complexit\u00e9 \u00e0 le d\u00e9ployer. Celui-ci peut m\u00eame \u00eatre parfois rejet\u00e9 par les \u00e9quipes.<\/p>\n<p>Impliquer des repr\u00e9sentants d&#8217;op\u00e9rationnels, en ciblant les plus impact\u00e9s par le processus, s\u2019av\u00e8re ainsi n\u00e9cessaire d\u00e8s le d\u00e9but du projet. L\u2019enjeu est alors de pouvoir r\u00e9pondre aux interrogations suivantes\u00a0: quels enjeux op\u00e9rationnels se cachent derri\u00e8re la mise en place ou la revue du processus\u00a0? Quels sont les b\u00e9n\u00e9fices financiers attendus\u00a0? Quelle est notre ambition et quels moyens mettre \u00e0 disposition des acteurs pour atteindre les objectifs d\u00e9finis\u00a0?<\/p>\n<p>Les premiers \u00e9changes avec les acteurs sont pr\u00e9cieux. Il s\u2019agit l\u00e0 de cr\u00e9er le premier cercle de votre r\u00e9seau de processus. Par la suite, ce premier cercle travaille sur une premi\u00e8re conception (formalisation, identification des acteurs et des r\u00f4les \/ responsabilit\u00e9s associ\u00e9s, ainsi qu\u2019une pr\u00e9cision des outils n\u00e9cessaires).<\/p>\n<p>Apr\u00e8s cette premi\u00e8re d\u00e9finition, il est n\u00e9cessaire de pr\u00e9senter cette premi\u00e8re version \u00e0 d\u2019autres acteurs de la DSI. Cette action a un double enjeu\u00a0: challenger le processus d\u00e9fini et r\u00e9aliser une premi\u00e8re communication autour du processus. Rester \u00e0 l\u2019\u00e9coute de tout acteur et prendre en compte les remarques pertinentes permet de concevoir un processus en phase avec les attentes et besoins des op\u00e9rationnels.<\/p>\n<h2><b>Ajouter ses \u00ab\u00a0amis\u00a0 m\u00e9tiers \u00bb dans le cercle de d\u00e9finition\u2026 et avoir un ami proche avant de d\u00e9ployer<\/b><\/h2>\n<p>Afin de donner plus de l\u00e9gitimit\u00e9 au processus d\u00e9fini, des pr\u00e9sentations r\u00e9guli\u00e8res aupr\u00e8s d\u2019acteurs m\u00e9tiers peuvent \u00eatre r\u00e9alis\u00e9es. Ainsi votre cercle continue \u00e0 s\u2019\u00e9largir tout en assurant une bonne pr\u00e9cision des travaux r\u00e9alis\u00e9s. A ce stade, de nouveaux ajustements peuvent \u00eatre apport\u00e9s suite aux retours de ce r\u00e9seau. L\u2019implication du m\u00e9tier est un des leviers de motivation des acteurs de la DSI dans le d\u00e9ploiement des processus. Il reste \u00e0 v\u00e9rifier que le processus est bien adapt\u00e9 au terrain.<\/p>\n<p>Quand cela est possible, il ne faut pas h\u00e9siter \u00e0 d\u00e9ployer sur un p\u00e9rim\u00e8tre restreint (site pilote). Il s\u2019agit de la derni\u00e8re \u00e9tape pour apporter les derniers ajustements et assurer une prise en compte des retours terrain avant le d\u00e9ploiement. Ce travail privil\u00e9giant un p\u00e9rim\u00e8tre limit\u00e9 permet de mettre en \u00e9vidence les b\u00e9n\u00e9fices r\u00e9els et les \u00e9ventuelles difficult\u00e9s rencontr\u00e9es. Un bilan est \u00e0 faire \u00e0 l\u2019issue du pilote et \u00e0 partager avec l\u2019ensemble du r\u00e9seau de votre processus<\/p>\n<p>Par cette d\u00e9marche, l\u2019ensemble des acteurs ont pris connaissance du processus, ont pu mesurer les b\u00e9n\u00e9fices et \u00e9ventuelles difficult\u00e9s gr\u00e2ce au site pilote. Ils sont maintenant pr\u00eats \u00e0 le mettre en \u0153uvre. Une bonne implication des op\u00e9rationnels les plus concern\u00e9s d\u00e8s les premi\u00e8res phases de d\u00e9finition du processus\u00a0 ainsi qu\u2019un r\u00e9seau large impliquant d\u2019autres acteurs de la DSI et M\u00e9tiers facilitera et \u0153uvra \u00e0 la r\u00e9ussite du projet.<\/p>\n<p>Insistons n\u00e9anmoins sur le fait qu\u2019une mise en place de processus ne se limite pas \u00e0 son d\u00e9ploiement. La gouvernance associ\u00e9e au processus et le dispositif d\u2019am\u00e9lioration continue sont \u00e9galement \u00e0 d\u00e9finir avec deux r\u00f4les cl\u00e9s\u00a0: le <i>process owner<\/i> et le <i>process manager<\/i>.
