Un an apr\u00e8s, ces petits engins volants font la une de l\u2019actualit\u00e9. Transport Shaker vous propose de faire le point sur ce qu\u2019ils pourraient apporter au secteur du transport. Si le potentiel est av\u00e9r\u00e9, il reste pourtant beaucoup de freins \u00e0 lever pour pouvoir parler d\u2019une v\u00e9ritable r\u00e9volution technologique.<\/p>\n<h2>Drones de quoi parle-t-on\u00a0?<\/h2>\n<p>Litt\u00e9ralement \u00ab\u00a0ronronnement\u00a0\u00bb ou \u00ab\u00a0faux-bourdon\u00a0\u00bb en anglais\u00a0; \u00e9galement appel\u00e9 UAV pour \u00ab\u00a0Unmanned Aerial Vehicule\u00a0\u00bb\u00a0; le drone d\u00e9signe un a\u00e9ronef t\u00e9l\u00e9command\u00e9, sans pilote \u00e0 bord, et pouvant emporter une charge utile ou une fonctionnalit\u00e9 int\u00e9gr\u00e9e (cam\u00e9ra \u2026)<\/p>\n<p>Le drone nait apr\u00e8s la premi\u00e8re guerre mondiale, quand des prototypes d\u2019avions t\u00e9l\u00e9command\u00e9s par t\u00e9l\u00e9graphe sans-fil voient le jour. Ces prototypes militaires ne seront jamais vraiment op\u00e9rationnels et resteront au stade exp\u00e9rimental jusqu\u2019aux ann\u00e9es 50.<\/p>\n<p>Plus tard les conflits arm\u00e9s de la seconde moiti\u00e9 du XX\u00e8me si\u00e8cle acc\u00e9l\u00e8reront le d\u00e9veloppement de drones militaires plus aboutis. Ces syst\u00e8mes couvriront deux principaux objectifs\u00a0: la surveillance militaire chez l\u2019ennemi et l\u2019intervention sans risque de pertes humaines.<\/p>\n<p>Les ann\u00e9es 2000 voient l\u2019essor de cet appareil dans le domaine civil. Du simple jouet co\u00fbtant quelques centaines d\u2019euros \u00e0 l\u2019appareil professionnel capable d\u2019embarquer une cam\u00e9ra ou de transporter des charges de plusieurs dizaines de kilos, les mod\u00e8les ne manquent pas d\u2019imagination et les applications non plus.<\/p>\n<p>Quelques chiffres\u00a0sur le d\u00e9ploiement du drone civil chez les particuliers, o\u00f9 la France n\u2019est pas moins que le 2\u00e8me march\u00e9 mondial :<\/p>\n<figure id=\"post-6913 media-6913\" class=\"align-none\"><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"http:\/\/www.solucom-insight.fr\/wp-content\/uploads\/2015\/01\/Revolution-des-drones-chiffres-810x1024.png\" alt=\"\" width=\"413\" height=\"522\" \/><\/figure>\n<p><a title=\"La r\u00e9volution des drones en chiffres\" href=\"http:\/\/www.presse-citron.net\/la-revolution-des-drones-en-chiffres-infographie\/\" target=\"_blank\">Source de l&#8217;infographie compl\u00e8te<\/a><\/p>\n<h2>Des applications possibles &#8230;<\/h2>\n<h3><strong>Surveillance et Contr\u00f4le\u00a0: des applications d\u00e9j\u00e0 matures<\/strong><\/h3>\n<p>L\u2019industrie utilise d\u00e9j\u00e0 des drones pour la maintenance, la surveillance et la s\u00e9curit\u00e9. Ce sont de v\u00e9ritables outils au service de la s\u00e9curit\u00e9 des syst\u00e8mes industriels.\u00a0Citons Arcelor Mittal qui inspecte les hauts fourneaux \u00e0 l\u2019aide d\u2019une cam\u00e9ra infrarouge sur le site de Fos-sur-Mer (13). La <a title=\"La SNCF utilise des drones\" href=\"http:\/\/www.sncf.com\/ressources\/dp_drones.pdf\" target=\"_blank\">SNCF contr\u00f4le<\/a> aussi des ouvrages d\u2019art (ponts, viaducs, barrages). De m\u00eame EDF se sert de drones pour observer l\u2019\u00e9tat de ses lignes haute-tension.<\/p>\n<h3><strong>Distribution\u00a0: Quelques exp\u00e9rimentations mais pas d\u2019industrialisation en vue<\/strong><\/h3>\n<p>A l\u2019instar du buzz d\u2019Amazon, les drones voudraient r\u00e9volutionner la logistique dite \u00ab\u00a0du dernier kilom\u00e8tre\u00a0\u00bb. Ils apporteraient un avantage concurrentiel dans la distribution de biens dans des zones peu denses ou difficilement accessibles (montagne, zones d\u00e9sertiques etc.). Amazon a ouvert son service de livraison <a title=\"Amazon Prime Air\" href=\"http:\/\/www.amazon.com\/b?node=8037720011\" target=\"_blank\">Amazon Prime Air<\/a>\u00a0en Inde depuis octobre 2014 et esp\u00e8re le d\u00e9ployer aux Etats-Unis, mais les contraintes r\u00e9glementaires sont encore trop fortes aujourd\u2019hui pour envisager une extension. Par ailleurs citons Domino\u2019s Pizza qui a test\u00e9 la livraison de pizzas \u00ab\u00a0a\u00e9roport\u00e9es\u00a0\u00bb.<\/p>\n<p>Dans le domaine de la sant\u00e9, le drone peut \u00eatre un formidable appui aux services d\u2019urgence dans le cadre de l\u2019acheminement d\u2019un d\u00e9fibrillateur en quelques minutes aupr\u00e8s d\u2019une personne en arr\u00eat cardiaque.<\/p>\n<h3><strong>Transport\u00a0: Quelles applications concr\u00e8tes\u00a0?<\/strong><\/h3>\n<p>Le ferroviaire (SNCF) a d\u00e9j\u00e0 test\u00e9 l\u2019usage de drones pour le <a title=\"Contr\u00f4le des voies de chemine de fer \u00e0 l'aide de drones\" href=\"http:\/\/www.sncf.com\/fr\/presse\/fil-info\/surveillance-reseau-drones\" target=\"_blank\">contr\u00f4le des voies<\/a> de chemin de fer (vols de c\u00e2ble ou d\u00e9tection des incidents techniques).<\/p>\n<p>Les drones peuvent \u00e9galement \u00eatre utilis\u00e9s pour contr\u00f4ler le mat\u00e9riel roulant et ainsi \u00e9viter des interventions humaines co\u00fbteuses et chronophages. Demain, avec l\u2019am\u00e9lioration des performances techniques, on pourra \u00e9galement imaginer ces syst\u00e8mes comme de v\u00e9ritables robots volants et t\u00e9l\u00e9command\u00e9s capables d\u2019effectuer des interventions \u00e0 distance ou de mani\u00e8re semi-autonome.<\/p>\n<h2>\u2026 Mais des freins \u00e0 lever pour renforcer l\u2019usage des drones dans le transport<\/h2>\n<p>Si le potentiel d\u2019application pour les drones civil est av\u00e9r\u00e9, il n\u2019en reste pas moins des difficult\u00e9s susceptibles de maintenir ces applications au stade de l\u2019exp\u00e9rimentation.<\/p>\n<h3><strong>La s\u00e9curit\u00e9 et la r\u00e9glementation<\/strong><\/h3>\n<p>L\u2019usage de drones dans des espaces priv\u00e9s ou non-r\u00e9glement\u00e9s (en dessous de 150m d\u2019altitude hors zone urbaine) n\u2019est soumis \u00e0 aucune r\u00e9glementation particuli\u00e8re.<\/p>\n<p>La surveillance des voies par la SNCF, ou la maintenance de ses trains dans des technicentres priv\u00e9s ne pose donc pas de probl\u00e8me l\u00e9gal. En revanche, si l\u2019on veut envisager l\u2019utilisation de drones en milieu urbain ou public, des dispositifs r\u00e9glementaires\u00a0 s\u2019appliquent en fonction des cas d\u2019usage\u00a0:<\/p>\n<p>R\u00e9glementation de l\u2019<strong>EASA<\/strong> (Agence Europ\u00e9enne de la S\u00e9curit\u00e9 A\u00e9rienne) sur l\u2019usage l\u00e9gal des drones en Europe \u00e0 des fins commerciales ou non commerciales.<\/p>\n<p>R\u00e8gles g\u00e9n\u00e9rales du <strong>MEDDE<\/strong> (Minist\u00e8re de l\u2019\u00c9cologie, du D\u00e9veloppement Durable et de l\u2019Energie) en mati\u00e8re de conception et d\u2019insertion des drones dans l\u2019espace a\u00e9rien\u00a0(limites du vol de loisir sans d\u00e9rogation).<a href=\"http:\/\/www.federation-drone.org\/wp-content\/uploads\/2013\/06\/Arr%C3%AAt%C3%A9-Espace-a%C3%A9rien.pdf\">Texte officiel de l\u2019arr\u00eat\u00e9 DGAC du 12 avril 2012<\/a><\/p>\n<p>Article de la <strong>DGAC<\/strong> (Direction G\u00e9n\u00e9rale de l\u2019Aviation Civile) pour la prise de vue a\u00e9rienne (<a href=\"http:\/\/www.legifrance.gouv.fr\/affichCodeArticle.do?cidTexte=LEGITEXT000006074234&amp;idArticle=LEGIARTI000006843698&amp;dateTexte=&amp;categorieLien=cid%22%20%5Ct%20%22_blank\">article D113-10 du code de l&#8217;aviation civile<\/a>).<\/p>\n<p>Mais au-del\u00e0 de la complexit\u00e9 du dispositif r\u00e9glementaire, il s\u2019agit de mettre en place un cadre normatif clair int\u00e9grant les items de s\u00e9curit\u00e9, responsabilit\u00e9 et protection des donn\u00e9es capt\u00e9es. Avec l\u2019essor du ph\u00e9nom\u00e8ne, de nouvelles r\u00e9glementations pourraient donc voir le jour et apporter davantage de contraintes. La communication de ces nouvelles r\u00e8gles doit \u00eatre diff\u00e9renci\u00e9e selon l\u2019auditoire\u00a0: particulier vs professionnel.<\/p>\n<h3><strong>La transformation des \u00ab\u00a0m\u00e9tiers\u00a0\u00bb maintenance et logistique<\/strong><\/h3>\n<p>Avec la mont\u00e9e en puissance du \u00ab\u00a0digital manufacturing\u00a0\u00bb, l\u2019industrie du transport tire parti des nouvelles technologies du num\u00e9rique pour gagner en efficacit\u00e9 et performance.<\/p>\n<p>A l\u2019image des tablettes et des PDA, le drone fait partie int\u00e9grante des prochains leviers de la transformation digitale des m\u00e9tiers de la logistique et de la maintenance. L\u2019enjeu \u00e0 terme est de voir comment les drones peuvent s\u2019ins\u00e9rer de mani\u00e8re progressive tout en am\u00e9liorant les processus existants. Dans ce contexte, les m\u00e9tiers \u00e9voluent, l\u2019organisation s\u2019adapte \u00e0 ce changement et l\u2019information devient un actif en mouvement constant.<\/p>\n<p>En effet les donn\u00e9es des op\u00e9rations logistiques et de maintenance peuvent \u00eatre collect\u00e9es via des drones. Demain les op\u00e9rateurs \u00ab\u00a0terrain\u00a0\u00bb auront la possibilit\u00e9 de traiter des actes de gestion en temps r\u00e9el (compte rendu de surveillance, disponibilit\u00e9 des pi\u00e8ces, rapport technique d\u2019un mat\u00e9riel, etc.) et interagir avec d\u2019autres syst\u00e8mes. Les drones peuvent r\u00e9duire significativement les d\u00e9lais op\u00e9rationnels et les risques. Ils contribuent aussi \u00e0 l\u2019am\u00e9lioration de la productivit\u00e9 et proposent une nouvelle exp\u00e9rience \u00ab\u00a0m\u00e9tier\u00a0\u00bb.<\/p>\n<h3><strong>L\u2019\u00e9quation \u00e9conomique<\/strong><\/h3>\n<p>A la transformation des \u00ab\u00a0m\u00e9tiers\u00a0\u00bb s\u2019ajoute l\u2019aspect \u00e9conomique. Pour int\u00e9grer efficacement les drones dans la cha\u00eene valeur du transport, il faut r\u00e9pondre aux questions suivantes : Quels sont les gains g\u00e9n\u00e9r\u00e9s\u00a0? Quel est le retour sur investissement du projet (ROI) et le co\u00fbt total d\u2019acquisition des drones (TCO)\u00a0?<\/p>\n<p>Plusieurs avantages sont visibles, comme r\u00e9aliser des op\u00e9rations co\u00fbteuses ou r\u00e9p\u00e9titive ajout\u00e9e plus rapidement (contr\u00f4le r\u00e9gulier du mat\u00e9riel roulant, surveillance de l\u2019\u00e9tat des voies, approvisionnement de petites pi\u00e8ces en de rechange pour l\u2019a\u00e9ronautique). Gr\u00e2ce \u00e0 des cam\u00e9ras embarqu\u00e9es, l\u2019activit\u00e9 de d\u00e9tection des anomalies sur des composants critique se fera de mani\u00e8re plus pr\u00e9cise \u00e0 une fr\u00e9quence \u00e9lev\u00e9e, ce qui renforcera davantage la s\u00e9curit\u00e9.<\/p>\n<p>Une bonne approche pour justifier le ROI d\u2019un gain consiste souvent \u00e0 chiffrer le \u00ab\u00a0co\u00fbt \u00e0 ne pas faire\u00a0\u00bb. Par exemple, les <a title=\"Vols de m\u00e9taux sur les voies\" href=\"http:\/\/www.developpement-durable.gouv.fr\/IMG\/pdf\/metaux_ondt_2012.pdf\" target=\"_blank\">vols de m\u00e9taux<\/a> ont co\u00fbt\u00e9 35 millions d\u2019euros \u00e0 la SNCF et \u00e0 RFF et provoqu\u00e9 pr\u00e8s de 6 000 heures de retards cumul\u00e9s dans la circulation des trains en 2011.<\/p>\n<h2>Conclusion<\/h2>\n<p>Les drones pr\u00e9sentent un r\u00e9el potentiel d\u2019applications dont certains secteurs savent d\u00e9j\u00e0 tirer parti. D\u2019autres comme le transport, commencent \u00e0 explorer les possibilit\u00e9s offertes par cette technologie. Cependant, certaines contraintes encore fortes (r\u00e9glementation, co\u00fbt) interdisent toute massification pour l\u2019instant. Au contraire, le drone adopte plut\u00f4t un positionnement de niche pour r\u00e9pondre \u00e0 des activit\u00e9s tr\u00e8s sp\u00e9cifiques ou \u00e0 haute valeur ajout\u00e9e.<\/p>\n<p>Le prochain d\u00e9fi des op\u00e9rateurs de transport consistera donc \u00e0 int\u00e9grer au mieux cet outil technologique dans une v\u00e9ritable trajectoire de transformation.
