Pour autant, l\u2019investissement dans une phase de r\u00e9versibilit\u00e9 n\u2019est pas une assurance contre l\u2019apparition de difficult\u00e9s en phase nominale.<\/em><\/p>\n<p><em>\u00c0 quoi servent alors les phases de r\u00e9versibilit\u00e9 ? Formations du repreneur, v\u00e9rification de son aptitude \u00e0 r\u00e9aliser les services, transferts de connaissances, transformations des pratiques, initialisation des nouveaux services\u00a0? Bien souvent elles se r\u00e9sument \u00e0 un passage de relais ou une simple transmission d\u2019actifs.<\/em><\/p>\n<p><em>Il est aujourd\u2019hui clair que les r\u00e9versibilit\u00e9s ne sont utiles que lorsque l\u2019on se donne les moyens d\u2019exploiter leur potentiel et donc de bien les pr\u00e9parer. Pour gagner en efficacit\u00e9 il semble judicieux de pr\u00e9voir d\u2019appliquer certaines bonnes pratiques et de demander de vraies garanties aux fournisseurs de services. Voici en une s\u00e9rie de 3 articles quelques conseils pratiques pour mener \u00e0 bien votre r\u00e9versibilit\u00e9.<\/em><\/p>\n<h2>D\u00e9finir une strat\u00e9gie de sortie avant m\u00eame de s\u2019engager<\/h2>\n<p>La r\u00e9versibilit\u00e9 d\u00e9signe les engagements pris par un prestataire pour assurer la transmission des informations n\u00e9cessaires \u00e0 la reprise des services ou \u00e0 leur transmission \u00e0 un tiers ainsi que le transfert des actifs qui ont \u00e9t\u00e9 confi\u00e9s au prestataire ou qui ont \u00e9t\u00e9 produits pour le compte du client.<\/p>\n<p>Pr\u00e9parer une r\u00e9versibilit\u00e9 c\u2019est aussi assurer le caract\u00e8re r\u00e9versible de la position du fournisseur tout au long du contrat. Celui-ci doit garantir la transf\u00e9rabilit\u00e9 des prestations qu\u2019il propose en mettant en place, autant que faire se peut, des solutions aux standards du march\u00e9 et en garantissant l\u2019interop\u00e9rabilit\u00e9 des donn\u00e9es trait\u00e9s. Ces points doivent donc \u00eatre discut\u00e9s et contractualis\u00e9s avant toute prise d\u2019engagement.<\/p>\n<p>Moins fr\u00e9quemment abord\u00e9s en phase de contractualisation, les modalit\u00e9s pratiques de la phase de r\u00e9versibilit\u00e9 ne sont pas moins importantes\u00a0: Qui est responsable de la formation du repreneur\u00a0? Qui est responsable du bon d\u00e9roulement du projet\u00a0? Quels sont les crit\u00e8res de bascule en phase nominale\u00a0? Quels sont les crit\u00e8res justifiant d\u2019une sortie anticip\u00e9e du contrat ou impliquant le passage \u00e0 la table des n\u00e9gociations\u00a0?<\/p>\n<h2>R\u00e9versibilit\u00e9\u00a0: des \u00a0premiers mois d\u00e9cisifs<\/h2>\n<p>En cons\u00e9quence, m\u00eame si les conditions g\u00e9n\u00e9rales de r\u00e9versibilit\u00e9 ont \u00e9t\u00e9 imp\u00e9rativement pos\u00e9es dans l\u2019appel d\u2019offres et le contrat, une premi\u00e8re version du plan de r\u00e9versibilit\u00e9 doit imp\u00e9rativement \u00eatre ent\u00e9rin\u00e9e au d\u00e9but de phase nominale.<\/p>\n<p>Ce principe s\u2019explique principalement par la n\u00e9cessit\u00e9 d\u2019assurer la qualit\u00e9 du plan et les modalit\u00e9s de transfert avant que le prestataire ne soit certain de sa non-reconduction. Bien que d\u2019un point de vue juridique il sera tenu d\u2019assurer le transfert de flambeau, un fournisseur \u00ab\u00a0sortant\u00a0\u00bb sera moins enclin \u00e0 accepter les d\u00e9sid\u00e9ratas du repreneur ou du client concernant l\u2019organisation d\u00e9taill\u00e9e de la phase de r\u00e9versibilit\u00e9.<\/p>\n<p>Outre ces consid\u00e9rations commerciales, valider une premi\u00e8re version d\u2019un plan de r\u00e9versibilit\u00e9 d\u00e8s la transition permet d\u2019initier une dynamique d\u2019am\u00e9lioration continue du document et un plan d\u2019actions concret \u00e0 d\u00e9rouler dans le temps.<\/p>\n<h2>Une pr\u00e9paration dans la dur\u00e9e n\u00e9cessaire pour une transition sans risques<\/h2>\n<p>Les efforts fournis par les prestataires entrants en phase d\u2019initialisation et la motivation des premiers travaux sont l\u2019occasion d\u2019\u00e9tablir\u00a0:<\/p>\n<ul>\n<li>une liste des sujets \u00e0 adresser dans le temps pour am\u00e9liorer les conditions de r\u00e9versibilit\u00e9 des prestations\u00a0;<\/li>\n<li>un \u00e9tat des lieux pr\u00e9cis des inventaires d\u2019actifs mat\u00e9riels et immat\u00e9riels\u00a0;<\/li>\n<li>une \u00e9tude sur la compl\u00e9tude et la mise \u00e0 jour des r\u00e9f\u00e9rentiels documentaires.<\/li>\n<\/ul>\n<p>Cependant, cette d\u00e9marche n\u2019est possible que si le prestataire s\u2019engage \u00e0 mobiliser ses acteurs dans la dur\u00e9e pour r\u00e9aliser des mises \u00e0 jour biannuelles du <strong>plan d\u2019assurance qualit\u00e9<\/strong> et plan de r\u00e9versibilit\u00e9.<\/p>\n<p>Se fixer pour objectif de s\u00e9curiser la r\u00e9versibilit\u00e9 d\u00e8s les premiers jours de la prestation ne remet pas en question la relation de partenariat naissante entre deux acteurs \u00e9conomiques. <strong>C\u2019est au contraire un moyen de s\u00e9curiser la relation dans la dur\u00e9e en adressant certains principes essentiels au quotidien comme la formation continue des \u00e9quipes<\/strong> et le maintien des comp\u00e9tences.<\/p>\n<p>Pour les m\u00eames raisons il est conseill\u00e9 de maintenir la pression sur les activit\u00e9s gestion de configuration tout au long du contrat : maintien d\u2019une documentation et de bases de donn\u00e9es \u00e0 jour, <a href=\"http:\/\/www.solucominsight.fr\/2015\/04\/software-asset-management-comment-enfin-mieux-gerer-vos-licences\/\" target=\"_blank\" rel=\"noopener noreferrer\">mise au clair de la gestion des licences si n\u00e9cessaire<\/a>, \u00e9laboration au fil de l\u2019eau de supports de formations et d\u2019un plan d\u2019assurance qualit\u00e9 d\u00e9crivant les processus applicables, etc. <strong>Les efforts fournis par les prestataires entrants et les clients permettent d\u2019am\u00e9liorer la prestation rendue, sa documentation et, par ricochet, ils facilitent le transfert de responsabilit\u00e9.<\/strong><\/p>\n<p>En tout \u00e9tat de cause, les conditions de r\u00e9versibilit\u00e9 des prestataires sortants doivent \u00eatre ma\u00eetris\u00e9es et les contraintes connues avant la d\u00e9cision de lancer un nouvel appel d\u2019offres, le choix de lancer un nouveau prestataire <a href=\"http:\/\/www.solucominsight.fr\/2014\/04\/reversibilite-cloud-preparez-maintenant-prochaine-etape-du-voyage\/\" target=\"_blank\" rel=\"noopener noreferrer\">ou de mettre en place une nouvelle technologie.<\/a> Pour cela il est vivement conseill\u00e9 de faire jouer les clauses d\u2019audit pour v\u00e9rifier les bonnes conditions de r\u00e9versibilit\u00e9 avant de lancer un appel d\u2019offres. <strong>La mise en place d\u2019un plan d\u2019actions suite \u00e0 un audit sera l\u2019occasion pour le prestataire de se mettre \u00e0 niveau et de prouver sa motivation pour voir son contrat renouvel\u00e9 de gr\u00e9 \u00e0 gr\u00e9.<\/strong><\/p>\n<figure id=\"post-8092 media-8092\" class=\"align-none\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft\" src=\"http:\/\/www.solucominsight.fr\/wp-content\/uploads\/2015\/08\/bonnes-pratiques-reversibilite.png\" alt=\"\" width=\"554\" height=\"356\" \/><\/figure>\n","protected":false},"excerpt":{"rendered":"<p>Les clauses de r\u00e9versibilit\u00e9 sont bien entr\u00e9es dans les m\u0153urs des DSI qui les pr\u00e9voient syst\u00e9matiquement dans les contrats pass\u00e9s avec infog\u00e9rants, TMA et autres centres de services.
