Dans d\u2019autre cas, l\u2019arriv\u00e9e d\u2019un nouveau fournisseur impose la mise en place d\u2019un nouveau delivery model\u00a0: d\u00e9coupage des services, r\u00e9alisation de tout ou partie des prestations hors-sites, nouveau mod\u00e8le financier, etc.<\/em><\/p>\n<p><em>Les clients ont alors \u00e0 faire face \u00e0 une n\u00e9cessaire r\u00e9flexion sur l\u2019ordonnancement des travaux \u00e0 mener. M\u00eame si souvent la r\u00e9versibilit\u00e9, transfert de flambeau entre le prestataire sortant et le fournisseur entrant, est \u00e0 conjuguer avec l\u2019\u00e9tape d\u2019initialisation du nouveau service et les transformations qui s\u2019en suivent, il est clairement n\u00e9cessaire de distinguer les deux projets qui ont des objectifs bien diff\u00e9rents.<\/em><\/p>\n<p><em>Le changement de prestataire est g\u00e9n\u00e9ralement une bonne occasion de remettre \u00e0 plat les pratiques afin d\u2019optimiser les processus, les outils ou encore l\u2019organisation des \u00e9quipes. Bien que louable, cette ambition doit \u00eatre coupl\u00e9e d\u2019une vraie r\u00e9flexion sur les objectifs et la cible. En effet, <strong>le repreneur pourra difficilement g\u00e9rer \u00e0 la fois sa mont\u00e9e en comp\u00e9tence et la transformation des pratiques \u00e0 mener<\/strong>. Deux options se pr\u00e9sentent naturellement.<\/em><\/p>\n<h2>Profiter du changement d\u2019acteur pour transformer les pratiques\u00a0?<\/h2>\n<p>Il peut s\u2019av\u00e9rer pratique d\u2019opter pour la premi\u00e8re option afin de cumuler les b\u00e9n\u00e9fices et gagner du temps. Mais cette voie cr\u00e9e de la complexit\u00e9 pour le repreneur qui ne peut pas prendre le fournisseur sortant et ses processus comme r\u00e9f\u00e9rentiel. <strong>Parmi la foultitude de donn\u00e9es \u00e0 retenir lors de la r\u00e9versibilit\u00e9, le repreneur devra r\u00e9ussir \u00e0 distinguer la cible de la situation actuelle, mais aussi les contraintes fortes des simples habitudes.<\/strong> Il d\u00e9duira plus difficilement sa marge d\u2019adaptation et d\u2019optimisation et son \u00ab\u00a0nouveau regard\u00a0\u00bb sera difficilement mis \u00e0 contribution dans l\u2019\u00e9laboration de la cible.<\/p>\n<p>En tout \u00e9tat de cause, une r\u00e9flexion sur la cible, men\u00e9e avant tout processus d\u2019appel d\u2019offres, permet d\u2019\u00e9viter les incompr\u00e9hensions du prestataire. L\u2019entrant ne doit pas se contenter de r\u00e9pliquer le scope du sortant et son fonctionnement alors que le contrat permettrait de couvrir un spectre plus large.<\/p>\n<p><strong>Cette approche n\u00e9cessite donc d\u2019avoir une id\u00e9e pr\u00e9cise de la situation existante ainsi que de l\u2019organisation et des processus en cible.<\/strong> Ceux-ci doivent \u00eatre d\u00e9crits pr\u00e9cis\u00e9ment dans l\u2019appel d\u2019offres pour permettre au prestataire d\u2019identifier les objectifs et les enjeux mais aussi la marche \u00e0 franchir. Cette approche implique donc que la DSI entreprenne une r\u00e9flexion en amont sur les objectifs de la transformation.<\/p>\n<p>Choisir de transformer les pratiques en m\u00eame temps que de fournisseur n\u00e9cessite une phase de probation plus longue pour assurer plus longtemps la pr\u00e9sence des ressources sortantes. <strong>Il faut en effet \u00e0 la fois valider pendant cette phase les acquis du repreneur et le nouveau mod\u00e8le<\/strong> <strong>de delivery<\/strong>, le nouveau processus ou encore le nouvel outil. Les \u00e9quipes risquent de subir la coexistence de l\u2019ancien mode de fonctionnement avec la cible encore en rodage afin de permettre des \u00ab\u00a0retours arri\u00e8res\u00a0\u00bb pour assurer le service.<\/p>\n<h2>Attendre que le repreneur s\u2019installe pour se lancer dans un chantier d\u2019optimisation\u00a0?<\/h2>\n<p>La seconde option semble plus s\u00e9curisante car elle permet de chercher en priorit\u00e9 \u00e0 maintenir le niveau de service actuel en ne bouleversant pas les pratiques. Elle permet \u00e9galement de laisser au fournisseur entrant un temps de r\u00e9flexion et d\u2019analyse pour apporter des am\u00e9liorations tout au long de la dur\u00e9e du contrat.<\/p>\n<p>Le client aura cependant l\u2019impression de moins ma\u00eetriser son destin en laissant le soin au repreneur d\u2019\u00eatre force de proposition. Le risque d\u2019inertie existe \u00e9galement si prestataires \u00ab\u00a0sortants\u00a0\u00bb et \u00ab\u00a0entrants\u00a0\u00bb sont des entreprises ayant un ADN similaire au m\u00eame mode de fonctionnement. Cette alternative implique \u00e9galement une phase d\u2019initialisation plus importante pour le fournisseur et donc des co\u00fbts suppl\u00e9mentaires \u00e0 pr\u00e9voir.<\/p>\n<p>Ces obstacles potentiels sont n\u00e9anmoins surmontables d\u00e8s lors que la transformation fait partie des engagements contractuels des deux parties\u00a0:<\/p>\n<ul>\n<li>La mise en place d\u2019une \u00e9volution progressive du <em>delivery model<\/em>, le conditionnement de gains de productivit\u00e9 \u00e0 l\u2019optimisation de certaines pratiques, ou la mise en place d\u2019indicateurs de suivi de la proactivit\u00e9 des centres de services permettent de faire progresser la relation dans le temps.<\/li>\n<li>Le conditionnement de l\u2019activation des jalons de transformation \u00e0 la production de certaines garanties de bon fonctionnement (plans de d\u00e9localisation, atteinte de niveaux de services, etc.)<\/li>\n<li>Une relation de partenariat fond\u00e9e sur le partage des investissements et des gains obtenus de la d\u00e9marche d\u2019am\u00e9lioration continue peut \u00eatre tr\u00e8s incitative.<\/li>\n<\/ul>\n<h1><img decoding=\"async\" src=\"http:\/\/www.solucominsight.fr\/wp-content\/uploads\/2015\/08\/schema-reversibilite-article-2.png\" alt=\"\" \/><\/h1>\n<h2>Lib\u00e9rez la cr\u00e9ativit\u00e9 des prestataires<\/h2>\n<p>Quelle que soit l\u2019approche choisie, il est souhaitable de ne pas imposer un cadre trop rigide pour laisser aux fournisseurs la possibilit\u00e9 de proposer des modes de fonctionnement au regard de leurs exp\u00e9riences avec d\u2019autres clients. Certains acteurs seront d\u2019ailleurs bien plus \u00e0 l\u2019aise avec la possibilit\u00e9 d\u2019utiliser leurs propres outils, d\u2019impl\u00e9menter leur processus ou de mettre en place une organisation leur permettant de mutualiser des comp\u00e9tences et gagner en efficacit\u00e9. Imposer un mode de fonctionnement \u00e0 un prestataire peut \u00eatre en r\u00e9alit\u00e9 contre-productif.<\/p>\n<p>Il est par cons\u00e9quent essentiel de consid\u00e9rer le \u00a0changement de fournisseur comme une bonne fen\u00eatre de tir pour revoir ses pratiques et se transformer. Le challenge est donc de mesurer le bon niveau de contrainte, d\u00e9crire uniquement les contours des services attendus ainsi que les obligations immuables afin d\u2019initier d\u2019embl\u00e9e une relation \u00e9quilibr\u00e9e. Il faut \u00e9galement anticiper et doser le changement interne <a href=\"http:\/\/www.solucominsight.fr\/2014\/02\/reussir-la-transformation-vers-les-centres-de-services\/\" target=\"_blank\">pour maximiser la performance des centres de services<\/a>. Qu\u2019elles soient simultan\u00e9es ou concomitantes, les cl\u00e9s de la r\u00e9ussite d\u2019un couple transition \/ transformation sont l\u2019anticipation des objectifs et la ma\u00eetrise du planning.
