Voici le dernier pan de notre saga estivale sur la r\u00e9versibilit\u00e9.\u00a0\u00a0<\/em><\/p>\n<p><em>Tout nouveau prestataire, m\u00eame de bonne foi, risque de ne pas tirer tout le potentiel que lui offre une phase de r\u00e9versibilit\u00e9. Pire, les \u00e9quipes entrantes peuvent perdre progressivement la motivation des d\u00e9buts en essuyant les pl\u00e2tres d\u2019une situation transitoire pesant g\u00e9n\u00e9ralement sur la qualit\u00e9 de service et la satisfaction client. Comme nous l\u2019avons vu, il est essentiel que DSI et fournisseurs partagent un cap clair et un plan de transformation ma\u00eetris\u00e9 et suivi.<\/em><\/p>\n<p><em>Voici quelques recommandations pour suivre et piloter avec rigueur les diff\u00e9rentes phases de r\u00e9versibilit\u00e9 et ainsi s\u2019assurer de la bonne exploitation par chacune des parties de cette opportunit\u00e9. <\/em><\/p>\n<h1>Consid\u00e9rez la r\u00e9versibilit\u00e9 comme un projet\u00a0: gouvernance, indicateurs et objectifs clairs<\/h1>\n<p>Les prestataires s\u2019entendent g\u00e9n\u00e9ralement sur un point pour limiter leurs co\u00fbts respectifs\u00a0: la r\u00e9versibilit\u00e9 doit se jouer rapidement. Aussi les deux entit\u00e9s auront tendance \u00e0 naturellement minimiser les risques qu\u2019ils per\u00e7oivent. Pour le reste il est parfois p\u00e9rilleux de r\u00e9ussir \u00e0 faire travailler les deux potentiels concurrents ensemble.<\/p>\n<p>Face \u00e0 ce ph\u00e9nom\u00e8ne, il est indispensable de cadrer une gouvernance pr\u00e9cise\u00a0:<\/p>\n<ul>\n<li>des <strong>comit\u00e9s de suivi et de pilotage tripartites<\/strong> tenus \u00e0 fr\u00e9quence r\u00e9guli\u00e8re\u00a0;<\/li>\n<li>un <strong>chef de projet client et des r\u00e9f\u00e9rents de transition pour chaque partie prenante<\/strong><br \/>\nceux-ci-devront \u00eatre assist\u00e9s, pour chaque domaine ou service d\u2019un coordinateur express\u00e9ment nomm\u00e9 et responsable de transmettre les informations et suivre le bon avancement\u00a0;<\/li>\n<li>des <strong>indicateurs de mesure de la r\u00e9versibilit\u00e9 bas\u00e9s sur des \u00e9l\u00e9ments concrets<\/strong> \u2013 ne vous reposez pas uniquement sur les retours des parties prenantes pour juger du bon d\u00e9roulement de la transition\u00a0;<\/li>\n<li>une <strong>m\u00e9thodologie et des outils de transition partag\u00e9s<\/strong> avec les parties prenantes pour r\u00e9gler l\u2019ensemble des cas de figure et assurer les transferts de responsabilit\u00e9 en minimisant l\u2019impact sur les services\u00a0;<\/li>\n<li>ainsi que des <strong>objectifs mesurables \u00e0 atteindre par paliers<\/strong> (crit\u00e8res de bascule).<\/li>\n<\/ul>\n<p>Il est important ici de noter qu\u2019un chef de projet externe pourra plus facilement endosser un r\u00f4le d\u2019arbitre ou de facilitateur entre les parties, piloter la bonne livraison des diff\u00e9rents documents et en contr\u00f4ler la qualit\u00e9 avec un regard ext\u00e9rieur.<\/p>\n<p>Autre cl\u00e9 de r\u00e9ussite\u00a0: le management devra se montrer assidu dans le suivi de la transition afin de souligner l\u2019importance et le risque d\u2019un tel projet. Un <em>reporting<\/em> r\u00e9gulier et complet doit \u00eatre fait par les parties prenantes afin d\u2019assurer l\u2019engagement et la responsabilisation de chacun.<\/p>\n<figure id=\"post-8211 media-8211\" class=\"align-none\"><img decoding=\"async\" src=\"http:\/\/www.solucominsight.fr\/wp-content\/uploads\/2015\/08\/Image-sans-titre.png\" alt=\"\" \/><\/figure>\n<h1 class=\"Titrealina2\" style=\"margin-left: 0cm; tab-stops: 7.1pt;\">Exigez des garanties et plus de transparence aux prestataires<\/h1>\n<p class=\"Titretableau\" style=\"text-align: justify;\"><span style=\"font-style: normal;\">Les acteurs sont encore peu enclins \u00e0 accorder un impact financier au respect des objectifs de la r\u00e9versibilit\u00e9. La tol\u00e9rance est g\u00e9n\u00e9ralement de rigueur vis-\u00e0-vis du repreneur et appliquer des p\u00e9nalit\u00e9s d\u00e8s l\u2019initialisation n\u2019est pas de bon augure pour le maintien de bonnes relations. <b>Il est donc primordial d\u2019obtenir <\/b><\/span><b>a minima<\/b><b><span style=\"font-style: normal;\"> la plus grande transparence sur les co\u00fbts de la transition. <\/span><\/b><\/p>\n<p class=\"Titretableau\" style=\"text-align: justify;\"><span style=\"font-style: normal;\">Obtenir un niveau de granularit\u00e9 des co\u00fbts par livrable ou par activit\u00e9 permet plus facilement de les comprendre et les discuter voire de les revoir \u00e0 la baisse si les r\u00e9sultats ne sont pas probants. <b>\u00c9chelonner le versement d\u2019un pourcentage du montant de la r\u00e9versibilit\u00e9 dans le temps et ne l\u2019activer que si les objectifs sont atteints peut-\u00eatre un levier de performance tr\u00e8s efficace.<\/b> <\/span><\/p>\n<p class=\"Titretableau\" style=\"text-align: justify;\"><span style=\"font-style: normal;\">Le prestataire sortant doit \u00e9galement avoir int\u00e9r\u00eat \u00e0 rester investi pendant la dur\u00e9e de la r\u00e9versibilit\u00e9. En mettant en place un plan B en cas de prolongation de la phase du fait du repreneur, vous laisserez la possibilit\u00e9 au prestataire sortant de jouer les prolongations. Il tirera donc avantage \u00e0 \u00eatre franc en cas de risque sur la qualit\u00e9 de service.<\/span><\/p>\n<h1>Pr\u00e9parez vos \u00e9quipes et vos donneurs d\u2019ordres<\/h1>\n<p>La transparence est l\u2019affaire de tous. Qu\u2019il s\u2019agisse d\u2019un \u00ab\u00a0simple\u00a0\u00bb changement de prestataire ou d\u2019une plus importante transformation, une r\u00e9versibilit\u00e9 doit \u00eatre accompagn\u00e9e d\u2019une communication claire aupr\u00e8s du M\u00e9tier\u00a0: quels sont les objectifs de la d\u00e9marche\u00a0? Quels sont les gains de niveaux de services esp\u00e9r\u00e9s\u00a0?\u00a0Autant de points qui doivent \u00eatre partag\u00e9s lors des pr\u00e9parations d\u2019appels d\u2019offres afin de valider avec les clients les potentiels impacts directs ou indirects (plages horaires, langue de travail, m\u00e9thodologies, etc.).<\/p>\n<p>De la m\u00eame mani\u00e8re, cette \u00e9tude d\u2019impact anticip\u00e9e, doit permettre de <a href=\"http:\/\/www.solucominsight.fr\/2012\/07\/les-centres-de-services-une-transformation-impactante-pour-vos-collaborateurs\/\">pr\u00e9parer les ressources internes au changement<\/a>\u00a0: s\u00e9paration des activit\u00e9s, <a href=\"http:\/\/www.solucominsight.fr\/2013\/03\/pilote-de-centre-de-services-un-role-cle-a-professionnaliser\/\">sensibilisation au pilotage<\/a> de fournisseurs, apprentissage de m\u00e9thodologies et r\u00e9f\u00e9rentiels de bonnes pratiques, impacts d\u2019externalisations et de d\u00e9localisations hors site, formations interculturelles en cas de <a href=\"http:\/\/www.solucominsight.fr\/2012\/06\/offshore-it-comment-reussir-son-externalisation\/\">d\u00e9localisation en offshore<\/a>.<\/p>\n<p>La pr\u00e9paration de tous les acteurs, la fixation d\u2019objectifs mesurables et leur pilotage \u00e0 l\u2019aide d\u2019une gouvernance adapt\u00e9e sont donc essentiels pour ne pas avoir \u00e0 subir la r\u00e9versibilit\u00e9, mais bien tirer profit de ce service souvent co\u00fbteux.
